Economy of Ecuador

The economy of Ecuador is the eighth largest in Latin America and the 69th largest in the world by total GDP. Ecuador's economy is based on the export of oil, bananas, shrimp, gold, other primary agricultural products and money transfers from Ecuadorian emigrants employed abroad. The country is substantially dependent on its petroleum resources. In 2017, oil accounted for about one-third of public-sector revenue and 32% of export earnings. When Ecuador was part of OPEC, it was one of the smallest members and produced about 531,300 barrels per day of petroleum in 2017. It is the world's largest exporter of bananas ($3.38 billion in 2017) and a major exporter of shrimp ($3.06 billion in 2017). Exports of non-traditional products such as cut flowers ($846 million in 2017) and canned fish ($1.18 billion in 2017) have grown in recent years.

Ecuador - Key Economic Indicators

Exports and Imports

Ecuador's main exports are crude oil, bananas, shrimp, and flowers (as of 2022). Major imports include capital goods, fuels, and chemicals. While oil exports increased in value due to rising global prices in 2023, their volume has declined. The government is actively working to diversify exports beyond oil.

Infrastructure Development

The government is investing in infrastructure projects to improve transportation and connectivity. Recent projects include expanding the national road network, though specific figures for total road length require checking Ecuadorian Ministry of Transport websites. Other projects focus on modernizing energy and telecommunications infrastructure.

Balance of Trade

Ecuador's trade deficit remains a challenge. In 2022, the deficit was estimated at around $4 billion.

Fiscal Policy

Ecuador faces significant fiscal challenges with a projected deficit for 2024. Lower oil revenues than expected and rising public spending contribute to this situation. The new government, which took office in November 2023, has implemented measures to address these challenges. These include raising the Value Added Tax (VAT) from 12% to 15% (effective April 2024) and seeking to attract foreign investment.

Monetary Policy

Ecuador's monetary policy remains closely linked to the US dollar, which is the country's official currency. The Central Bank of Ecuador has limited control over interest rates due to dollarization, but it can use other tools to manage inflation, which reached 3.5% in 2022.

Trade Agreements

Ecuador has trade agreements with several countries and blocs, including the European Union and the Andean Community of Nations. These agreements aim to boost trade and economic cooperation, but their effectiveness in reducing the trade deficit is an ongoing area of analysis.

Environmental Regulations

Ecuador is a biodiverse country facing environmental threats like deforestation and pollution. The government has environmental regulations in place, but enforcement can be a challenge. There's a growing focus on sustainable practices, particularly in sectors like tourism, to protect the environment and promote eco-tourism.

Tax System in Ecuador

Capital gains tax: Ecuador does not impose a separate capital gains tax. However, profits from the sale of certain assets, like real estate held for less than two years, may be subject to income tax.
Corporate tax rate: The standard corporate income tax rate in Ecuador remains at 25% on net taxable profits.
Sales tax: Ecuador's Value Added Tax (VAT) system underwent a recent change. The standard VAT rate increased from 12% to 15%, effective April 2024. This change aims to improve government revenue.
Property tax: Property taxes in Ecuador are levied on both urban and rural properties. Rates vary depending on location, property type, and value. No major changes have been reported recently, but you can find the latest details on the Ecuadorian tax authority websites.
Payroll tax: Ecuador's social security system is funded by contributions from both employers and employees. As of May 2024, the contribution rate for employees is typically around 9% of their salary, while employers contribute a similar amount (around 12.15%).
Tax deductions and credits: Ecuador offers various tax deductions and credits to incentivize specific activities or support certain demographics. These can include deductions for research and development, depreciation of assets, and income tax exemptions for low-income earners. The specifics of these deductions and credits can change, so consulting with a tax professional is recommended for up-to-date information.
Tax compliance: Improving tax compliance is an ongoing challenge for the Ecuadorian government. The authorities are working on modernizing tax collection systems with initiatives like the recent rollout of a new Integrated Tax Core System (as of January 2024) in major tax offices. This aims to enhance data collection and potentially lead to better tax enforcement.
Tax burden: The overall tax burden in Ecuador is considered moderate compared to some South American countries. However, the recent VAT increase and government efforts to address fiscal challenges suggest a potential rise in the tax burden in the future.
