Description: | MINISTRY OF HEALTH & SANITATION INTEGRATED HEALTH PROJECTS ADMINISTRATION UNIT ~ IHPAU REQUEST FOR EXPRESSIONS OF INTEREST EXTENSION OF DEADLINE ~ 14th APRIL, 2017 CONSULTING SERVICES TO PROVIDE DESIGN & CONSTRUCTION MANAGEMENT SERVICES FOR THE NATIONAL/CENTRAL MEDICAL WAREHOUSE The Ministry of Health and Sanitation (MoHS) of the Government of Sierra Leone has the overall responsibility of providing leadership and coordination of health policy development, with the goal of building functional and resilient national and district health systems that deliver safe, efficient, and high quality healthcare services that are accessible, equitable and affordable for all Sierra Leoneans. The MoHS and stakeholders in the health sector have developed the Health Sector Recovery Plan (2015-2020), which focuses on building resilient health systems and reduction of maternal and child morbidity and mortality rates. Achieving these milestones require implementations of various health sector strategies including the Basic Package of Essential Health Services (BPEHS) in the context of the Free Healthcare Initiative. Delivering of these essential healthcare services demands health commodity security, which starts with adequate warehousing infrastructure. The initial Sierra Leone Logistics Needs Assessment (LNA) and Master-plan developed in 2013 as part of the creation of the National Pharmaceutical Procurement Unit identified the need for a new integrated national warehouse for all pharmaceutical and health products. The LNA developed an initial estimates of capacities, requirements and budgets. The MOHS is the Principal Recipient of a Health Systems Strengthening (HSS) Grant from The Global Fund to Fight AIDS, Tuberculosis and Malaria. This grant includes a provision for the construction of a new purpose built national integrated warehouse. The MOHS has secured a suitable site for the warehouse at Kerry Town, East of Freetown. The overall objective of the proposed assignment is to contract a firm of consultants (comprising architects, engineers, materials handling specialists and quantity surveyors to design and manage the construction works. The MoHS seeks a firm of consultants (comprising architects, engineers, materials handling specialists and quantity surveyors and hereafter referred to as the 'Consultants') to design and manage the construction works as detailed in these Terms of Reference (TORs). Consultants will provide professional services to enable the successful design, construction and hand-over of the proposed central medical warehouse complex at Kerry Town. The requirement being for a modular warehouse to provide pharma-grade storage of sufficient capacity using proven / prefabricated components, warehouses, facilities, and equipment. The invitation is for eligible firms to express their interest in providing these services. Interested firms must provide information indicating that they are qualified to perform the services, have the relevant experience and capability (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Firms may constitute joint-ventures to enhance their chances of qualification. The Consultant will support the MoHS to select the contractor via an open and transparent International Competitive Bid. The shortlisting criteria will be based strictly on the requirements. Short listed candidates will be invited to submit proposals in accordance with the Quality and Cost Based Selection (QCBS) procedure and as provided for in the National Public Procurement Act of 2004 and Regulation of 2006 revised in 2016 and with International best practices.
