Description: | K-ELECTRIC INVITES BIDDERS FOR PRE-QUALIFICATION FOR 900 MW BQPS COMBINED CYCLE AND ASSOCIATED PROJECT(S) In pursuit of its vision and a stronger energy supply to Karachi and its adjoining areas, K-Electric (the “Company”) intends to establish a new 900 MW Combined Cycle Power Plant and up-gradation of associated transmission infrastructure. K-Electric is intending to seek Expression of Interest (EOI) from experienced and seasoned Contractor(s) who are interested in participating for the bidding of K-Electric flagship multimillion dollar investment project in a capacity of contractor to design, engineer, procure, construct, and commission following project(s): Generation Block • The power generation blocks comprise of two units of preferably 450 MW each, based on the CCGT 2 x (1+1+1) configuration and powered by RLNG. The proposed new power project will be located within the existing boundary of BQPS-1 Generation HV Substations • Replacement of old 220 kV GIS at BQPS with new 50 kA, 4000 Amperes GIS & Addition of Series Reactors • Replacement of old 132 kV AIS at KPC with new 132 kV GIS / Generation Transformation Capacity from 220 kV to 132 kV as Embedded Generation for load flow Transmission HV Grid Stations • Replacement of 220 KV ICI Grid Station with 50 kA / 4000 Amperes AIS • Replacement of 132 kV GIS at Landhi, Karachi, with new 40 kA GIS • Replacement of 132 kV AIS at Korangi West, Karachi, with new 40 kA GIS • Replacement of 132 kV GIS Qayyumabad Grid Station, Karachi, with new 40 kA GIS Please submit your EOI by email to bqps3@ke.com.pk with the subject line "EOI for 900 MW Combined Cycle and Associated Projects" no later than 25th October, 2017. Advance copy of the EOI should be submitted by email followed by hard copy (original) through post in a sealed envelope to the address provided herein below and by email from your official email ID identifying the party interested in bidding, providing a contact person for such interested party, designation, official address, phone number and email address for future correspondence. If the bidder is a consortium, the above information must be provided for each member of the consortium along with the designation of the lead partner. Only one EOI can be submitted for each consortium. Any interested bidder responding to this request for EOI must have proven experience at least, but not limited to the following: i. Ability to select relevant proven equipment with known OEM / performances / reliabilities ii. Experience of securing foreign & local financing support through equipment country of origin ECA(s) iii. Engineering and Design capabilities relevant to the aforesaid mentioned Project scope iv. Previous experience of successfully handling a project of such a magnitude in emerging markets like Pakistan v. Ability for support services after completion of project (Warranties / Guarantees) vi. Ability to timely mitigate risk(s) caused by extraordinary geo-political & financial disturbances vii. Ability to demonstrate notable Safety Records, Organisation Strength, Relevant Onshore / Offshore Experience and Local / International Repute The EOI must include as an attachment (i) an affidavit certifying that the interested party / consortium meets the eligibility criteria stated above and (ii) copies of relevant documents demonstrating fulfilment of eligibility criteria. Any EOI without such affidavit and desired documents shall not be considered. Only parties submitting an EOI in accordance with the above requirements shall be eligible to participate in the bidding process for the Project. The Company reserves the right to reject any or all of the EOIs it receives and shall not be under obligation to disclose its reason for doing so. Any further Notification / Corrigendum with regard to the advertisement shall be posted on the KE website (www.ke.com.pk).
