Invitation to tender for "The interaction between improved rural infrastructure access and rural transport service provision" The Research for Community Access Partnership (ReCAP) is a six-year programme of applied research and knowledge dissemination funded by a grant from the UK Government through the Department for International Development (DFID). The overall aim is to promote safe and sustainable rural access in Africa and Asia through research and knowledge sharing between participating countries and the wider community. Evidence shows there is a strong correlation between poverty and connectivity. A key target of the provision of rural access is that it must be fit for purpose in terms of facilitating the movement of people and freight within rural road networks. The planning, design, construction and maintenance of LVRRs typically takes into account cost effectiveness but rarely considers adequate service provision. ReCAP would like to examine the relationships between infrastructure targets and rural transport provision. This project intends to explore the interaction between the effective use of rural access and its dependency on the appropriate provision and preservation of LVRRs, and the resultant changes in rural transport service provision that are brought about through improved sustainable road performance. ReCAP, managed by Cardno Emerging Markets (UK) Ltd, is seeking proposals from suitably qualified organisations to implement a project to look at the interaction between improved rural infrastructure access and rural transport service provision. The objective will be to examine the conditions in which transport services succeed or fail, and the relevance of infrastructure condition and level of service to that outcome. This project will be implemented in three (3) phases with an overall budget of GBP360,000. Interested tenderers are advised that the indicative budget available for Phase 1 of this contract is a total of GBP 75,000.
