Invitation to tender for "Development of Guidelines, Standards and Technical Specifications for Low Volume Rural Roads (LVRR) in Afghanistan" The Research for Community Access Partnership (ReCAP) is a six-year programme of applied research and knowledge dissemination funded by a grant from the UK Government through the Department for International Development (DFID). The overall aim is to promote safe and sustainable rural access in Africa and Asia through research and knowledge sharing between participating countries and the wider community. Afghanistan's history as a crossroads between Asia and the West combined with the current government's focus on rural roads network development ensures the ReCAP initiative is relevant and timely. Since 2001 and the rush to build/re-build the country's infrastructure, capacity building has often been an afterthought on large-scale roads projects. This unsustainable situation has begun to change. The Government of the Islamic Republic of Afghanistan (GIRoA) is now firmly committed to investing in the Ministries, academic institutions and local communities to build much-needed capacity and create jobs, particularly in rural communities. To that end, ReCAP has accepted a request from the Ministry of Rural Rehabilitation and Development (MRRD) in Afghanistan for support for the development of Guidelines for Low Volume Rural Roads. ReCAP, managed by Cardno Emerging Markets (UK) Ltd, is therefore seeking proposals from suitably qualified organisations for the Development of Guidelines, Standards and Technical Specifications for Low Volume Rural Roads (LVRR) in Afghanistan. It is expected that the new guidelines will be incorporated into official MRRD procedures and formally adopted by the Government of Afghanistan for obligatory use by practitioners in the country. Interested tenderers are advised that the indicative budget available for this contract is GBP210,000. This tender process is open to any organisation that meets the criteria detailed in the tender documentation. There are no restrictions with regards to nationality or country of registration.
