| Description: | Invitation for Bids (IFB) Republic of Tajikistan Thrive Tajikistan Improved new long-term access to sustainable energy service in Roshorv Village, of Viloyati Mukhtori Kuhistoni Badakhshon (VMKB) Tajikistan The newly-established Thrive Tajikistan Global Development Alliance between the United States Agency for International Development (USAID) and the Aga Khan Foundation (AKF) helps people to improve their quality of life, by partnering with communities and local government for effective public services, and improving performance of smallholder farmers and entrepreneurs. Under Thrive, AKF and Pamir Energy Company (PE) allocated a grant for construction of Khatfat hydro power plant with capacity of up to 500kW to bring clean, reliable and affordable electricity to 191 households, or 1,131 people, in Roshorv Village in Bartang Valley of Rushan District. Consequently, within this project, Pamir Energy Company announces tender for: - Development of detailed design works for construction of Khatfat hydro power plant. Bidding will be conducted using the International Competitive Bidding (ICB) procedures in accordance with the procurement policies of Pamir Energy Company, and is open to all bidders. 1. Interested tenderers may obtain further information from the Pamir Energy Company, Business Development Unit, inspect the Tender Documents at the address given below, and the Pamir Energy Company can also provide the documents electronically, if required, from December 6th, 2018, 9:00 to 17:00 hours (Dushanbe time). 2. Tender documents can be obtained from the Pamir Energy Company in English and Russian languages (technical specifications are also available in Russian) by interested bidders upon submission of request to the below mentioned addresses. 3. Sealed bids must be delivered to the addresses below in Tajik, English or Russian languages at or before January 18th, 2019at 14.00 hours (Dushanbe time). Electronic bidding will be permitted for the bidders outside Tajikistan only. This is due to lack of express courier services in Tajikistan. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives, who choose to attend in person at the address below on January 18th, 2019 at 16.00 hours (Dushanbe time). 4. The competitive bid should include the following information: - Acceptable bid price per unit and the total sum; - Competitive bid price (Pamir Energy Company is free of VAT; therefore, the participants must indicate the cost of VAT separately); - Acceptable payment terms; - Acceptable survey - Quality Assurance Plan in accordance to Good Utility Industry practice(s) and in pursuance with ISO 9001 and ISO 151926-2:2003 and/or in accordance with PUE-6, PTB and PTE equal to IES 60050-601(603, 604, 605); - The competitive bid term of validity; - Relevant company experience; - Availability of experienced staff; - Availability of required machinery and equipment; - Conceptual approach and methodology proposed for undertaking the design works.
