Invitation for Prequalification of Bidders for 450 MW Combined Cycle Power Plant at Port Qasim Karachi Kolachi Portgen Pvt. Ltd (the "Company") is a company incorporated under the laws of Pakistan which intends to establish a 450 MW (Gross) Combined Cycle Power Plant (configuration of 1GT-1HRSG-1ST) against NEPRA's Generation License no. IGSPL/82/2017 (https://nepra.org.pk/lic_IPPs_others.htm) at Port Qasim, Karachi (the "Project") with K-Electric as the Off-taker. The Project will run on Re-Gasified Liquified Natural Gas (RLNG) as primary fuel and on High Speed Diesel (HSD) as a backup fuel. The Company is seeking an expression of interest (EOI) from interested parties to participate in a bidding process of the Project with a complete scope of Design, Engineering, Procurement. Construction and Commissioning. Interested bidder responding to the request of EOI must demonstrate the following: 1. Successful track record in implementing similar scale projects in Pakistan and/or other emerging countries 2. Proven track record of high safety standards and organizational strength 3. Financial strength to carryout project of such scale 4. Proven track record in executing large scale thermal projects with reputable GT/ST OEMs 5. Bankability of its EPC contracts with foreign and/or local financial institutes. Furthermore, the interested bidders shall provide their history of non-performance and chronic litigation; and professional competence of their staff. Please submit your EOI along with contact details of representative from official email address to KolachiPortgen@engro.com with the subject line "EOI for 450MW Kolachi Portgen Project" no later than June 3, 2019. Hard copies in sealed envelope should be sent to the Company's address. The EOI must include documents providing evidences of aforementioned criteria and affidavit certifying the same. Only parties submitting an EOI in accordance with the above requirements shall be eligible to participate in the bidding process for the Project. The Company reserves the right to reject any or all of the EOls it receives and shall be under no obligation to disclose its reason for doing so. |
