Description: | Invitation to Bid Republic of Tajikistan/Islamic Republic of Afghanistan Supply of electric meters, line accessories, and Metering and Data Acquisition System Reference No: PE/BE-AKFUSA-USAID-Local Impact/ITB001 Badakhshon Energy Company (BE), a subsidiary of the Aga Khan Fund for Economic Development (AKFED), is an energy utility company operating in the Badakhshan Province of Afghanistan. Based on 30-year concession agreement, the Government of Afghanistan has handed over the operation of Badakhshan's energy system to BE. BE's goal is to bring clean, reliable and affordable electricity to every household in the Badakhshan Province. The Aga Khan Foundation (AKF) USA has set aside an award for BE and Pamir Energy (PE) to implement the Local Impact Project. Through the Local Impact project, PE and BE aim to establish a strong foundation for the sustainable development of a resilient energy provision system in the Badakhshan Province of Afghanistan through the establishment of an integrated utility model. AKF USA will serve as managing partner and lead for PE TAJIKISTAN/BE AFGHANISTAN as the sub-recipient in implementation of this program's activities according to its Partner Scope of Work. Consequently, within the project, in order to improve the access to energy services in Badakhshan Province of Islamic Republic of Afghanistan, PE/BE announces a tender for the supply of meters, line accessories, and Metering and Data Acquisition System for enhancement of distribution network and connecting hospitals, schools, households, and community centers to electricity at the Badakhshan Province of Afghanistan. PE/BE now invites sealed bids from qualified bidders for the supply of meters, line accessories, and Metering and Data Acquisition System. Bidding will be conducted through the International Competitive Bidding (ICB) procedures in accordance with the procurement policies of the PE/BE and is open to all bidders. Interested bidders may obtain further information from Regional Projects Implementation Unit (RPIU) of PE, and inspect the Bidding Documents at the address given below. Documents can be obtained from RPIU in English language by interested bidders upon submission of request to the below mention address. Sealed bids must be delivered to the addresses below in English language no later than September 15th, 2020 14.00 hours Dushanbe time or 13.30 hours Kabul time. Electronic bids can be submitted by the bidder following the instructions on the tender documents. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 16.00 hours Dushanbe time or 15.30 hours Kabul time, on September 15th, 2020.
