Description: NPAK Energy Limited (hereinafter called “the Client”) has received grant from the European Union under the Energy Plus Project, aims to establish a strong foundation for the sustainable development of a resilient energy provision system in the Gilgit Baltistan, through the establishment of an integrated utility model. This procurement is part of the rehabilitation and optimization of transmission and distribution network infrastructure and utility operations, particularly establishment of transparent financial software.
Consequently, the Client intends to acquire an application for Automation of the energy sales activities and Meter Data Acquisition System and announces a tender for:
· Lot 1: Supply and Installation of System for Automation of the Energy Sales Activities (Billing System) of NPAK Energy Limited, and
· Lot 2: Supply of Meter Data Acquisition System (MDAS) for “NPAK Energy Limited.


1. Bidding will be conducted through the International Comparative Bidding (ICB) procedures in accordance with the procurement policies of NPAK Energy Limited and Donor Requirements, and is open to all bidders.

2. Interested bidders may obtain further information from Client, and inspect the BiddingDocuments at the address given below and Client can also provide the documents electronically. Bidding documents can be obtained from Client in English Language by the interested bidders upon submission of request to the below mentioned address.

3. Sealed bids must be delivered to the addresses below no later than December 31, 2024, at 1400 hours Pakistan standard time. Electronic bids can be submitted by the bidder following the instructions in the tender documents. Late bids will be rejected. More details can be found in Bidding Documents.
