1) The form and method of procurement procedure: public one-stage request for proposals in electronic form without pre-qualification selection.

2) The procurement is conducted in accordance with the Unified Industry Procurement Standard (Procurement Regulations) of Rosatom State Atomic Energy Corporation with amendments approved by the resolution of the Supervisory Board of Rosatom State Corporation (Minutes No. 202 dated 25.12.2024), subject to Resolution of the Procurement Strategy Committee of Rosatom State Corporation and insofar as not contradicting the Procurement Policy annexed to the concluded EPC Contract for the design, supply and construction of PAKS II NPP Power Units 5, 6 in Hungary No. 40/7570-D dated 12/9/2014 between the Customer and Paks II Private Limited Liability Company (located at 1 Gagarin Street, Paks, 7030, hereinafter referred to as Paks II LLC).
The procurement is not regulated by the Federal Law No. 223-FL dated July 18, 2011 “On procurement of goods, works and services by certain types of legal entities”.

3) Subject matter of procurement: the right to enter into a contract under Lot No. 685748 Paks 5,6 Supply of vertical test benches for the construction of Paks II NPP Units 5 and 6

It shall not be allowed to offer partial delivery.

8) Payment terms: in accordance with draft contract (Part 3 – Draft Contract of Volume 1 of the procurement documentation).
Form and all terms and conditions of the draft contract (Part 3 Draft Contract of Volume 1 of the procurement documentation) are binding. Counterproposals by bidders on the draft contract are not allowed.
Advance payments may be reduced or completely excluded.
However, proposals to correct grammatical and technical errors, if identified by the bidder in the draft contract (Part 3 Draft Contract of Volume 1 of the procurement documentation), shall not be considered counter-proposals to the wording of contract conditions.

9) Initial (maximum) contract price:
EUR 1 077 974,10 with VAT (27 %), including:
- Price of equipment: EUR 1 048 100,17 with Hungarian VAT (27 %).
- Price of installation supervision: EUR 29 873,93 with VAT (27 %).

EUR 848 798,50 without VAT, including:
- Price of equipment: EUR 825 275,72 excluding VAT.
- Price of installation supervision: EUR 23 522,78 excluding VAT.

Initial (maximum) prices per product unit are given in Appendix 5 to Part 1 of Volume 1 of procurement documentation.
The bidder’s contract price offer, including the price per product unit shall not exceed the initial (maximum) contract price, including the price per product unit in the basis of the price offered by the bidder.
The contract price shall include all costs associated with the contract performance as specified in the draft contract (Part 3 – Draft Contract of Volume 1 of the Procurement Documentation).
The contract price justification can be found in Volume 2 “Technical part” of the Procurement Documentation.
