Description: 1. Experienced Temporary Facilities services, or other Companies capable of performing civil works on a project location for the Poland Nuclear Power Plant.  Provide design, fabrication, installation and commissioning of camp and support accommodation that meet scope of work, specification, and other subcontract requirements. Interested companies must register/update their Company's information in Bechtel's iSupplier portal at https://supplier.becpsn.com link. If Company has any questions or to express interest in bidding this requirement, Company shall notify Bechtel’s Contact Person. At that point, Bechtel shall provide the interested party the Poland Prequalification Questionnaire where interested party would complete with response to Bechtel for review.
Bechtel notes that previous proven design, fabrication, installation and commissioning of camp and support accommodation service of similar scale and complexity will be mandatory and additional documentation / evidence may be required.

2. The prequalification criteria shall be included in the prequalification questionnaire, examples thereof include demonstration of (i) experience in furnishing design, fabrication, installation and commissioning of camp accommodation service scope in the past or current projects, (ii) availability of construction equipment in performance of scope, (iii)  safety record and compliance to quality requirements and ISO 9001 certification or quality program that is comparable to ISO 9001 (to be approved by Bechtel), (v) compliance to certification of legally mandatory requirements, (vi) financial standing (solvency), and (vii) organizational capabilities.

3. Upon Bechtel’s evaluation of your response to the Poland Prequalification Questionnaire, Bechtel will notify if your Company meets, conditionally meets, or does not meet the prequalification requirements that closely match the requirements. Your Company's submission of Prequalification Questionnaire does not automatically qualify your Company to be a prequalified Company.

4. Each prequalified Company will be required to execute a Non-Disclosure Agreement (NDA).

5. Companies meeting the prequalification criteria and who have executed the NDA will be invited to submit the proposals for Temporary Facilities services.

6. The Request for Quotation (RFQ) shall include the award criteria, scope of work, specifications, drawings, datasheets, terms and condition, and schedule data. The RFQ shall be issued via Bechtel’s Digital Supply Chain System automation tool.

7. The RFQ document shall include the Temporary Facilities, Utilities, Equipment, Rigging, Storage and Security. NOTE: The quantities provided below are APPROXIMATE only. The intent is to give bidders an idea of the scale of the project. Actual quantities will be included in official bid package.
This contract includes design, permitting, procurement, fabrication, transportation, construction and commissioning of facilities to house and support a 1,000-Rooms Accommodations Project - EPC. Also, included are the installation of temporary utilities for electricity, water, sewer and communications for the duration of the project, through commissioning of the Project.
The following Order of Magnitude (OoM) quantities which are all subject to change  are provided for information purposes only to support adding context to the scale of the associated scope on the AP1000 Project:
· Sleeping Rooms – 994 Rooms – 17,892 m2
· Sleeping Rooms with Handicap Access/Facilities – 6 Rooms – 108 m2
· Kitchen and Dining Facility w/ seating for 650 – 1500 m2 – with ability to provide Hot Meals, for 6000 personnel, in addition to the 1000 residents of the Accommodation complex.
· Site Utilities for 1000 persons including Potable Water, Sewer, HVAC, Electrical, Communications, CCTV Internet, Fire Hydrants – 1 Lot
· Site Civil Drainage – 1 Lot
· Waste Collection/Recycling Center – 300 m2
· Lodging Administration Facility – 200 m2
· First Aid/ Medical Checkup Facility – 100 m2
· Retail Facility / Convenience Store – 100 m2
·Training Facility – 230 m2
· Storage Warehouse and Maintenance Shops – 1200 m2
· Luggage Storage Facility – 550 m2

The facilities will be required to be turned over in two phases of 500-Sleeping Rooms each and a maximum of 6 months apart.  The intent is for there to be sufficient facilities to support occupants living in the 1st phase, while completing the compound.
The successful bidder will be responsible for all Temporary Facilities, Utilities, Equipment, Rigging, Storage and Security for the construction period.  Temporary Utilities will be required during the construction period.  Site temporary utilities for construction will not be available. Operation and Maintenance of the Utilities for the Accommodation area will be by a separate contract.

8. Proposal may be provided in EURO, PLN, USD.  Furthermore, the proposals will be requested as a firm fixed price (not subject to any price adjustment) with agreement to unit rates for change management.

9. Award criteria shall be based on a combination of the highest evaluated scored bidder with consideration of the following key criteria in order of relevance, together with cost which will determine the final decision for award which will be detailed further in the Bid Document(s) and during the RFQ phase.

10. Any Companies that do not meet the legally mandatory compliance requirement will be excluded.

11. The procedure for the Company to gain access to classified information, as required, will be subject to compliance with the executed NDA, Applicable Export Laws, Applicable Laws, and Applicable Safeguards Laws which will be included in the RFQ document.

12. Bechtel at its discretion and as part of this RFQ evaluation and negotiation process may elect to split the Earthwork and Site Development into two (or more) separate Contracts.
