The Central American Integration System ( SICA ) is the institutional framework for the integration of the Central American region, created by the States of Guatemala , El Salvador , Honduras , Nicaragua , Costa Rica and Panama . The creation of SICA was endorsed by the General Assembly of the United Nations Organization (UN), in its Resolution A/48 L of December 10, 1993, leaving the Tegucigalpa Protocol duly registered before it. This allows it to be invoked internationally and, in addition, allows SICA's regional bodies and institutions to relate to the United Nations System. The System was designed taking into account previous experiences for the integration of the region, as well as the lessons bequeathed by historical events, such as political crises and armed conflicts, as well as the achievements of instances and entities prior to SICA, today part of the organization.
