The Central American Integration System ( SICA ) is the institutional framework for the integration of the Central American region, created by the States of Guatemala , El Salvador , Honduras , Nicaragua , Costa Rica and Panama . Subsequently, Belize joined as full members in 2000 and, as of 2013, the Dominican Republic . The System has a group of Regional and Extra-regional Observer countries. The Regional Observers are: Mexico , Chile , Brazil , Argentina, Peru , United States of America , Ecuador , Uruguay , Colombia and Canada . On the other hand, Taiwan , Spain , Germany , Italy , Japan , Australia , South Korea , France , Georgia 3 the Holy See and the United Kingdom are Extra-regional Observers . Currently, Haitiis in the process of incorporation under the category of Regional Observer. The start of the process was approved in December 2012. The creation of SICA was endorsed by the General Assembly of the United Nations Organization (UN), in its Resolution A/48 L of December 10, 1993, leaving the Tegucigalpa Protocol duly registered before it. This allows it to be invoked internationally and, in addition, allows SICA's regional bodies and institutions to relate to the United Nations System. The System was designed taking into account previous experiences for the integration of the region, as well as the lessons bequeathed by historical events, such as political crises and armed conflicts, as well as the achievements of instances and entities prior to SICA, today part of the organization. Based on this, and added to the internal constitutional transformations and the existence of democratic regimes in Central America, its fundamental objective was established, which is the realization of the integration of Central America, to constitute it in a Region of Peace, Freedom, Democracy and Development. , firmly based on the respect, protection and promotion of human rights.
