RFP- for developing a documentary film on “STRENGTHENING MIDWIFERY initiative IN RAJASTHAN.” Background: India has taken a landmark policy decision and launched Midwifery Initiative in 2018 to promote physiological births, respectful and quality maternal and newborn services in alignment with ICM competencies. The NPMs will be placed at the MLCUs located at the high case load facilities. The curriculum of the NPMs training for a period of 18 months (6 months’ residency and 12 months’ mentorship) has been developed based on the ICM and WHO midwifery educator competencies The MEs and NPMs courses are being conducted at the National Midwifery Training Institutes (NMTIs) and the State Midwifery Training Institutes (SMTIs) respectively. So far 16 NMTIs have been identified and 5 have been operationalized. UNFPA hasbeen supporting National Midwifery Training Institute at M.B.G.H Govt. college of Nursing Udaipur under RNT Medical college. This NMTI has been operationalized and providing 6-month residential training to 1st batch of Midwifery Educators by International Midwifery Educators (IMEs) supported by UNFPA. A Midwifery Led care unit (MLCU) has been established at PannadhayZanana Hospital, which is linked to NMTI Udaipur. At MLCU, ante-natal, intranational and post-natal maternity and newborn care services will be provided by skilled midwives in accordance to Govt. of India SCOPE OF PRACTICE FOR Midwifery educators and Nurse practitioner in midwifery. The major/Key objectives of this project include: Promotion of normal physiological birthing by NPMs in Midwifery-Led care units. 6 Month residential training of Skilled nurses at NMTI in Midwifery-educator course 18 month residential training of staff nurses in Nurse-Practitioner in Midwifery course Placement of certified Nurse-practitioner midwives in MLCUs to provide quality of MNH services as per “Midwives Scope of practice” document. Collaborative work among skilled NPMs and Medical officers under leadership of Medical superintendent. Early identification of High risk pregnancy cases duringPre-natal,ante-natal, intra-natal and post-natal and referral to obgyn-specialists. Focus on Evidence based-practices and research by NPMs for ongoing quality of MNH Services in MLCUs. Purpose of video Documentary To strengthen the intervention and improve advocacy efforts, UNFPA with its implementing partner CECOEDCONis recruiting an agency to develop a video documentary that will capturethe Midwifery Initiativeat NMTI (established in M.B.G.H Govt. nursing college, Udaipur) and MLCU (at PannadhayZanana Hospital) under RNT Medical for a road to a success story in terms of initial challenges faced, the establishment of NMTI, starting of training at NMTI, the establishment of MLCU etc.taking a point of view of all key stakeholders (medical officials, Senior staff nurses, Principal NMTI and experiences of patients being treated by skilled Midwives in MLCU). Objective of the Assignment The overall objective of this assignment is to produce a high-quality documentary film on “Strengthening Midwifery Services in Rajasthan” with a focus on the impact of the establishment of one National Midwifery training institute (NMTI) and MLCU under RNT Medical College, considering scale-up of the program in terms of quality of midwifery services by Midwifery education at NMTIand provision of quality MNH Services at MLCU. Scope of Work & Technical Requirements: The film should be produced in Hindi with English subtitles, at the highest market quality standards, high-definition, fast-paced and colourful, with clean stylistic touches. The total running time of the documentary is to be 30 minutes. The entire film production i.e. writing, filming, editing, voicing/narration etc., should be done by the agency, delivering a final ready-to-air product in broadcast standards. The entire development and production process will be closely monitored by the UNFPA/CECOEDECONand they will provide thematic inputs whenever needed .The UNFPA/CECOEDECONhave reserve the right for final Office is the Executive Producer of the film and has the “final cut” of the film as well as the creative, editorial and technical inputs in the film. Expected timeline: The assignment is to be completed within 40-50 working days from the date of signing the contract. The agency shall commence the work as soon as possible, immediately after signing the contract. A detailed timeline, work plan and draft outline should be submitted within 10 days. A detailed budget and shooting schedule should be provided prior to commencing film. The rough cut of every phase of the documentary should be provided to the point person of the UNFPA Office for review, comments and approval. The final product i.e. the movie as well as all the raw material and project files, should be delivered to UNFPA /CECOEDECONin external HDD, before the end of contract date. Payment distribution: The contractor’s payment shall be based on the financial proposal developed and agreed upon for this consultancy. Payments of the total budget will be processed upon delivery of the following product along with the invoice: Detailed timeline, work plan, and draft outline (30%) First cut of the movie along with Project files & all raw material (40%) Final cut of the movie (30%) Expected Deliverables Submit a storyboard and script for the documentary to UNFPA for approval before filming Present draft documentary as per provided TOR Produce an edited video recording of the clinical and classroom scenarios, interview video captured, and footage of the recorded stories.
