Terms of Reference (ToR) for
Appointing Consulting Agency for preparation of Detailed Feasibility Report
(DFR) for Development of Integrated Agri-Marketing Project at proposed
land at MIDC Sillod Dist. Aurangabad
MSAMB invites proposal from reputed and experienced consulting agency for preparation
of Detailed Feasibility Report (DFR) for developing integrated agri-marketing project on
proposed 100 acre land at MIDC Sillod Dist Aurangabad. The interested consulting agency
can submit their proposal in sealed envelope on and before 9.10.2023 up to 17.45 Hrs. The
details are available on website : www.msamb.com. It is single stage selection process which
includes Request for Qualification (RFQ) and Request for Proposal (RFP) both.

1. Document fee Rs 1,000/ + 18 % GST i.e. Total Rs 1180/- (Non-refundable) should be submitted
along with submission of ToR. Document fee should be submitted in the form of a Demand
Draft in Favour of “, Maharashtra State Agricultural Marketing Board", of any scheduled bank,
payable at Pune. Offer not accompanying the document fee will be rejected will not be
processed.

2. Earnest Money Deposit –
o The Proposal shall necessarily be accompanied by the Earnest Money Deposit of an
amount of Rs. 25,000/ (Rupees Twenty Five Thousand Only) in the form of a Demand
Draft in Favour of “ Maharashtra State Agricultural Marketing Board", of any scheduled
bank, payable at Pune.
o The EMD will be returned to unsuccessful applicants within a period of one month from
the date of finalization of the successful applicant.
o Offer not accompanying the EMD will be rejected and will not be processed.
o The EMD shall be forfeited in following cases:
 If any information or document furnished by the applicant is found to be
misleading or untrue in any material respect
3. Performance Security -
The successful applicant shall deposit 5% of the bid fee in the form of DD as Performance
Security Deposit. The EMD of the successful applicant/s shall be adjusted against Performance
Security Deposit.
4. The Pre-Qualification criteria for shortlisting is given in the ToR document.
5. The ToR documents along with detailed scope of work and other relevant documents forms the
part of ToR.
6. ToR document is available at website www.msamb.com and which may be downloaded and
submitted to above given address.
7. The bidder scoring 65 and above marks will be eligible to open the financial bid.
8. MSAMB reserves the right to accept or reject any one or all tenders without assigning any
reason thereof and to annul the Selection Process and reject all Proposals, at any time without
any liability or any obligation for such acceptance, rejection or annulment, and without
assigning any reasons thereof.
9. Any corrigendum including extension of date or change of date for submission of the tender
shall be published only on the website and that shall be deemed to have been seen by the
bidders.
10. In case the date opening fall on a holiday, the bids shall be opened on next working day at the
same time and it will be binding on the Tenderers / Bidders for acceptance.
