Description - Description The Province’s Public Service Commission needs a Contractor capable of providing a competency model review and developing a Proficiency Scale. The APS has created the APS Competency Model that includes six core and three leadership comp etencies. To support the implementation of the APS Competency Model, a Proficiency Scale is required to standardize the way of describing the progressively observable behaviours for each of the core and leadership competencies. The APS Competency Model and Proficiency Scale will be integrated into current and future talent management processes, both within 1GX and outside of the 1GX system.
