Description - Description: The Authority intends to appoint a Contractor to design and build (and to subsequently Operate and Maintain) a low carbon heat network and associated energy centre in the city of Hull. The heat network is intended to be expanded in futur e Phases. The requirements relate to Phase 1 of the Heat Network and the Energy Centre. Kingston upon Hull City Council is conducting the procurement using the Negotiated Procedure with prior call for competition in accordance with the requirements of Regulation 47 of the Utilities Contracts Regulations 2016 (SI 2016 . 274) ) (UCR 2016).
