A) A minimum of four (04) Nos. of Blow Down Plant/ Auto Train Wash Plant of similar (i) works, (Design, Manufacture,
Supply, Installation, Testing & Commissioning) that has been satisfactorily and substantially (ii) completed for Metro/
Railway/ MRT systems since 1st January 2018 by the Eligible Bidders(iii).
B) Out of these Equipment, at least one (01) Blow Down Plant/ Auto Train Wash Plant shall have been supplied outside
the country of manufacture or in India.
C) A minimum number of one (02) Nos. of Blow Down Plant/ Auto Train Wash Plant works shall be in operation in Metro/
Railway/ MRT systems with satisfactory performance over a minimum period of two (02) years after commissioning and
supported by a performance certificate from the end-client. This certificate shall be issued during the last five (05) years
from the date of Invitation of Bid.
With
A) A minimum of two (02) Nos. of Blow Down Plant/ Auto Train Wash Plant of similar (i) works, (Design, Manufacture,
Supply, Installation, Testing & Commissioning) that has been satisfactorily and substantially (ii) completed; supplied and
commissioned for Metro/ Railway/ MRT/LRT systems since 1st January 2016 by the Eligible Bidders(iii).
B) Out of these Equipment, at least one (01) Blow Down Plant/ Auto Train Wash Plant shall have been supplied outside
the country of manufacture or in India.
C) A minimum number of one (01) No. of Blow Down Plant/ Auto Train Wash Plant works shall be in operation in Metro/
Railway/ MRT systems with satisfactory performance over a minimum period of two (02) years after commissioning and
supported by a performance certificate from the end-client.

(iii) Eligible Bidders:
(a) Manufacturers as Prime Member (in single entity/ JV/ sub-contractor) (iv), who declare during tender submission to
supply from their manufacturing plant in India/ outside India with their own credentials,
Or,
(a) Indian subsidiaries, satisfying the criteria of Class-I or Class-II local supplier, of the foreign manufacturer and having
a tie up with the foreign manufacturer for a valid transfer of technology agreement along with an undertaking from the
foreign manufacturer that the process of design, manufacturing, testing and commissioning and the corresponding
quality assurance program for all the above activities of the Equipment being procured under this Bid have been
checked and verified by them and also an undertaking for an assurance from the above manufacturer to provide the
technical support for all the activities under this Bid and the after sales service up to the end of Defect Liability Period
as also the supply of spares as per Clause PC 7.3, Section VIII, Part 3 is available and requisite documents are
submitted along with the Bid. In this case the credentials of foreign manufacturers can be used to satisfy the qualifying
eligibility criteria spelt out in 2.4.2 above.
The Bidder shall also disclose the details of the foreign manufacturing plant (i.e., the city and the country of the
manufacturing plant etc.) with which they claim to fulfil the qualifying eligibility criteria spelt out in 2.4.2 above. The
qualifying eligibility criteria shall be evaluated on the basis of considering the above plant and its country as the country
of origin. The disclosing of the above foreign manufacturing plant shall be in addition to the disclosing of the details
of the Bidder’s manufacturing plant in India (i.e., the plant in India in which the Equipment to be supplied through this
Bid shall be actually manufactured). Bidder shall also disclose the details of the Indian Subsidiary’s manufacturing
unit in case any part of the work is to be executed by the local partner.
With
(iii) Eligible Bidders:
(a) Manufacturers as Prime Member (in single entity/ JV/ sub-contractor) (iv), who declare during tender submission to

(b) Indian subsidiaries/ Indian manufacturing companies, satisfying the criteria of Class-I or Class-II local
supplier, having a tie up with the foreign manufacturer for a valid transfer of technology agreement along with
an undertaking from the foreign manufacturer, satisfy the qualifying eligibility criteria spelt out in 2.4.2 above, that
the process of design, manufacturing, testing and commissioning and the corresponding quality assurance
program for all the above activities of the Equipment being procured under this Bid have been checked and
verified by them and also an undertaking for an assurance from the above manufacturer to provide the technical
support for all the activities under this Bid and the after sales service up to the end of Defect Liability Period/
