Description | TERMS OF REFERENCE Part A: Designing of FP2030 vision document for Rajasthan A.1 Background:Rajasthan has achieved below replacement level fertility rate (2.0) as per NFHS-5, but the state still accounts for 25.4 % women aged 20-24 married before the age of 18 years. This high percentage of early marriages also results 3.7 % women being pregnant during the age 15-19 years. Many studies show that teenage mother have 2.2 times more risk of maternal death and very high chances of maternal morbidity. As per NFHS-5, eligible couples (15-49 years) in the state have a modern contraceptive prevalence rate of 62.1%, but the contraceptive prevalence rate in 15-19 age group is only 20.7%. There is also very high unmet need for family planning in this age group at 18.7% against the state average of 7.6%. The high unmet need and low contraceptive rate among young people make them vulnerable to various health risks, including STIs. This indicates that family planning is still very relevant for the Rajasthan and state must continue its efforts in accordance to FP2030 framework to zero down the unmet need for family planning among eligible couples. UNFPA being the lead partner for the NHM Rajasthan for family planning is planning to develop state vision document for FP 2030. Proposals are invited form interested agencies to develop FP2030 vision document for the state. A.2. Objective of FP 2030 vision -The overall objective of this vision document is to provide a roadmap for state to achieve the objectives of FP2030 visit. The specific objectives of the project are to: • Gap analysis in terms of human resource, capacity building and facility operationalization. • Align the role and responsibilities of various stake holders in FP 2030 framework. • Advocacy for evidence based planning to achieve FP 2030 goals. This document will provide a roadmap for state to zero down the unmet need for family planning. It will help in planning strategies and interventions under NHM PIPs, also synergising the efforts of all stakeholders in achieving FP 2030 Goals. A.3. Scope of work- a) Design a booklet as “FP 2030 Vision Document” of around 100 pages, based on the provided content. b) Designing of all text, tables and pictures in the document c) Develop the appropriate graphs/charts as per the given data d) Design the document by using colour combinations, font styles, paper quality and logos suggested by UNFPA e) Printing of required number of copies (as mentioned in deliverable section below) A.4.Ethical Issue/Consent: The selected agency will adhere to ethical related issues. A.5. Time Frame: Withinone month from the award of contract. A. 6.
