interested parties for DISPOSAL OF OBSOLETE ATOMIC ABSORPTION SPECTROPHOTOMETER
(1 No.) lying in the Quality Evaluation Laboratory of the Spices Board, Kochi and is as detailed in the
Section IV, Financial Bid Form

can download the tender documents ( which are not transferable) from the above site.
The Bid documents as per Check List in Section-V shall be submitted in a sealed envelope, superscribing
“Open Tender for Disposal of Obsolete ATOMIC ABSORPTION SPECTROPHOTOMETER vide Notice
Inviting Tender No.SB/QEL/KOCHI/Open Tender /AA S /2023 dated 01.09.2023 with due date as 4 PM
on 21.09.2023 , and addressed to

so as to reach the above address by or before 4 PM on 21.09.2023.
The item listed in the Financial Bid form can be inspected at the Quality Evaluation Laboratory at Kochi
between 10.30 am and 3.00 pm till 20.09.2023 (except the intervening Saturdays, Sundays & Holidays),with
prior permission of the Officer in charge of the Laboratory. Prior permission shall be sought through email
(to srilatha.cm@nic.in.
Spices Board reserves the right to accept / reject any / all offer(s) without assigning any reason.

Annexure-A
SP ECIAL CONDITIONS
(Ref : Notice Inviting Tender No : SB/QEL/KOCHI/Open Tender /AAS /2023 dt 01.09.2023)
1. The disposal will be on ‘as is where is’ basis.
2. All labour, tools and equipment for loading the items from Board's laboratory in Kochi to buyer’s trucks
shall be at the cost of the buyer.
3. The personnel deputed by the buyer for the disposal action (job) shall strictly obey the safety rules in
force.
4. The disposal shall be carried out without causing damage to Spices Board/ QEL properties. In the event
of any occurrence of damages, the buyer shall be charged appropriately.
5. The buyers shall have to make full payment for the quantity at the contract rate plus applicable taxes,
prior to lifting the items sold to them.
6. Disputes, if any, arising out of this tender shall have the jurisdiction of the competent court at
Ernakulam.

INSTRUCTIONS TO BIDDERS
(Ref : Notice Inviting Tender No : SB/QEL/KOCHI/ Open Tender /AAS /2023 dt 01.09.2023)
1) Bid is to be submitted within the last date and time specified in the Notice Inviting Tender.
2) Bids shall be submitted in the prescribed format, forming part of the tender enquiry.
3) The bid shall be written legibly and free from erasing and over-writing. Corrections, if any, should
be duly attested by the authorized signatory.
4) The bidders are free to inspect the obsolete instrument listed in the Financial Bid Form and its
present condition before submission of their bid, obtaining prior permission from the officer in
charge of the Laboratory as detailed in the Notice Inviting Tender.
5) EMD Requirements :
5.1 Bidders should remit the EMD as indicated in the Notice Inviting Tender by way of RTGS /
NEFT to Spices Board’s Bank Account No.7176002100002354 with the Punjab National
Bank, Vennala Branch, Kochi(IFSC : PUNB0717600).
5.2 The documentary evidence for having made the RTGS / NEFT payment shall be submitted
along with the bid documents ,
5.3 Bid without EMD will be rejected unless specifically exempted by the Government from
payment of EMD for which reasons and proof have to be enclosed along with the Bid.
5.4 EMD shall be valid for three months.
5.5 EMD of the unsuccessful bidders will be refunded (without any interest) within 45 days from
the date of opening of tender.
5.6 EMD amount of the successful bidder will be refunded (without any interest) within 30 days
after his acceptance of Sale Order.
5.7 EMD will be forfeited if the vendor withdraws or amends its tender or derogates from the
tender in any respect within the period of validity of its tender.
6.1 If the bid being submitted by a partnership firm, it must be signed by a person holding a Power
of Attorney authorizing him to do so. S uch Power of Attorney shall be enclosed with the bid
and it must disclose that the firm is duly registered under the Indian Partnership Act.
6.2 If the bid is made by a Limited Company, it shall be signed by a duly authorized person and
evidence of such authorization shall be enclosed with the bid.
6.3 Bids submitted without fulfilling the above and in contravention to the Tender Notice are liable to
be rejected.
6.4 The Tender Notice and its Annexures (Annexures-A to C under Section-I, Sections II to V & the
Financial Bid Form) shall form part of the contract.
