Description - Description: The City of Emporia has received and accepted an unsolicited proposal from English Construction Company to design and construct a new Police Department on South Main Street under the Virginia Public Education and Infrastructure Act of 20 02 (PPEA). The City is soliciting competing proposals for simultaneous consideration that comply with the guidelines adopted by the City and pursuant to the PPEA and intends to evaluate the proposals using competitive negotiation and enter into an interim or comprehensive agreement.
