Description - Description: To provide technical assistance to its regional member countries, the Bank has developed a set of tools for assessing power sector regulatory frameworks in Africa. These tools are used to create the Electricity Regulatory Index (ERI), wh ich assesses the level of development of electricity sector regulation in each member country. The ERI is made up of three pillars or indices: the RegulatoryGovernance Index (RGI); the Regulatory Substance Index (RSI); and the Regulatory Outcome Index (ROI).
