NATIONAL HUMAN RIGHTS COMMISSION MANAV ADHIKAR BHAWAN C-BLOCK, GPO COMPLEX, INA, NEW DELHI – 110023 Invitation for Expression of Interest for Research Projects National Human Rights Commission, a statutory body constituted under the Protection of Human Rights (PHR) Act, 1993, intends to promote such research projects which are more focused along the lines of applied research or action based research. The ultimate aim is to translate the research findings into an action plan so as to protect and promote human rights- civil and political as well as economic, social and cultural rights. The Commission invites Expression of Interest (EOI) from the reputed research institutions, universities, recognized NGOs devoted to the espousal of the cause of human rights, for undertaking research projects on the thrust areas/ themes listed below - I. Thrust areas/ Themes of Research Projects, along with Focus Areas: 1. Access to employment by Persons with Disabilities: status, identification of barriers, associated factors and required affirmative actions Focus area - Assessment of ground reality in terms of availability and accessibility of employment opportunities for persons with disabilities Status of implementation of legal and policy framework in creating a barrier-free environment for PWDs to access employment opportunities. Identification of gaps, challenges and associated factors in accessing the employment opportunity. Case studies and best practices in creation of equal opportunity for all employable PwDs. Study of the opportunities of Self employment or starting an enterprise by the PwDs. Assessment ofskill development/ vocational training programme for PwDs. 2. Human rights abuse in sports: safe and effective remedial mechanism Focus area - Extent of human rights abuse in terms of sexual harassment in sports, and its impact on the participation of women in sports Awareness of women in sports on the reporting of the cases ofsexual abuse The remedial mechanism adopted by sports bodies to combat the human rights abuse ofsports persons Examination of legal and policy framework, and the status of implementation To identify institutional bias against women seeking justice in sports arena, identification of factors behind the bias, etc. For this, case study of 50 to 100 cases from various federations/ different sports in the last 5 years to find if justice has actually been served. 1 | P a g e 3. Dimensions of organized begging by children & transgender persons: a study to be conducted in Delhi, Mumbai and Kolkata Focus area - To identify complexities, degree of organization and patterns among child beggars To identify and analyze the embedded risks faced by child beggars. This may, inter alia, include lack of access to basic social protection services, risky encounters, trafficking, increased risk ofsubstance abuse and violence, etc. Identification of social, economic, cultural and economic determinants of child begging and their interrelationship To study the dimensions including the methods and practices of begging involving children To examine legislative/ policy measures and government response to the issue with a focus on rehabilitation/ reintegration of child beggars into the society 4. Rights of LBTQI persons with special reference to right to property and inheritance Focus area - Analysing rights available to LGBTQI+ community regarding property and inheritance Examining laws and policies related to property and identifying legal and other challenges inhibiting LGBTQI+ persons in accessing the right to property and inheritance To identify the barriers at various levels i.e., at Registrar Office for registration, or office of other Revenue Officials at village/ tehsil level Mention of gender in the Record of Rights (Jamabandi/ Fard), and other property related documents Suggesting effective legal and policy measures that would help LGBTQI+ persons in securing their right to property and inheritance rights. 5. Problems related to adoption under the Juvenile Justice Act & Personal Laws and reforms required Focus area - To evaluate the functioning of agencies involved in the process of adoption, with special reference to their role in meeting their objectives To analyze the demographic factors that shape the demand for adoptable children To contemplate the reasons behind the return of children referred for adoption, and its socio-psychological impact on the child To study the laws including Personal Laws, policies, guidelines, etc. and to identify issues that impacts the adoption process To study current challenges (including non-registration of CCIs and its non linkage with SAAs) and pragmatic solutions for bringing reforms in the adoption laws, policies and guidelines in India 2 | P a g e 6. Access to safe drinking water - ground reality, challenges and way forward Focus area - To assess the ground reality in terms of all aspects including availability and quality of water from all available sources (pipeline/well/hand pump, etc.). Data from Central Groundwater Boards to be used. For field study, some blocks may be selected and sample size of 20 to 25 villages may be selected. Trend analysis of water crises resulting into violation of basic human rights and the government response to it. Coping mechanisms in water crises situation. Examination of government schemes/ programmes for providing safe drinking water in terms of goal achievement. 7. Substance abuse among children and youth in India: a study of extent, nature & effectiveness of the Government response Focus area - Trends in age demographics, gender, SES, etc. To examine legis |
