Notice Inviting Tender
Sealed item tenders are invited from agencies/individuals having technical and financial
capability for the Final Evaluation of Centrally Sponsored Scheme National
Programme for Dairy Development –Strengthening the Rural Milk Chilling
Capacity through Bulk Milk Coolers in Malabar Area” under NPDD (NPDD_KL-09G).
1. Details of Tender
1.1. Estimated cost : Rs.1.50 Lakh
1.2. Tender Document Fee : NIL
1.3. EMD : Rs. 2000.00 (Cash /Demand Draft/Online Transfer)
1.4.Bid submission starting date : 31/07/2023
1.5.Bid submission closing date : 16/08/2023, 11.00 hrs.
1.6.Bid opening : 16/08/2023, 14.30 hrs.
1.7.Bid validity : 30 days
The undersigned reserves the right to reject any or all tenders without assigning any
reason. Tenders should be submitted by post / courier or by hand. The Malabar Regional
Co-operative Milk Producer’s Union shall not take the responsibility for any delay in
receipt of the bidding document if it is sent by post. All bids should be submitted in two
parts viz. technical and commercial. The bidder shall submit the EMD amount as
indicated in the tender notification in a separate cover along with the tender in the form
of Demand Draft.

Malabar Milk Union is implementing the Centrally Sponsored Scheme Namely
National Programme for Dairy Development (NPDD), as per the operational guidelines
issued by the Ministry of Fisheries, Animal Husbandry &Dairying.
Govt. of India had conveyed the Administrative Approval for implementation of
the Centrally Sponsored Scheme (NPDD) for the installation of Bulk Milk Cooler
facility at Six Districts under MRCMPU Ltd. with a total Project outlay of Rs. 341.00
Lakh with a GOI share of 201.00 Lakh & EIA share of 140.00 Lakh to MRCMPU for
Palakkad, Malappuram, Kozhikode, Wayanad, Kannur & Kasaragod Districts for the
period 2020-21.
As per the operational guidelines the implementing agency has to engage an
external agency for the final evaluation of the scheme to examine the achievements and
impact of the schemes implemented.
NPDD scheme support includes Milk Chilling Facilities, Establishment
Laboratories, Accreditation and Certification of BMCs under Information and
Communication Technology Networking, Procurement Monitoring Systems, Training for
BMC DCS operator and Planning and Monitoring.
Ministry of Fisheries, Animal Husbandry & Dairying intimated to submit the re
apportion proposal through the State Implementing Agency and State Government with
due recommendation.
The Union (MRCMPU) had submitted proposal regarding re- appropriations before
ratification before Ministry of Fisheries, Animal Husbandry & Dairying with TMC
recommendation.
The Ministry of Fisheries Animal Husbandry and Dairying, Department of Animal
Husbandry and Dairying, Krishi Bhavan, New Delhi vide GOI letter F.No.4-17/2020-DP
(E16689) dated 17.02.2022 had accorded approval for the re- appropriations.
As envisaged in the scheme, the MRCMPU Ltd wishes to conduct the final
evaluation of the NPDD VI (Kerala Project-09).

The study team may include specialists from different areas like Dairy
Technology, Marketing, Engineering and Dairy Extension as far as possible.
The major objectives of the scheme are: -
To install BMCs to create additional rural milk chilling capacity.
To improve the Methylene Blue Reduction Time (MBRT).
FSMS Certification and Upgrading of all Dairy Plants and selected DCS
Establishment of in house cloud service for ERP and traceability as per FSSAI
Capacity Building through Training and Awareness Programme
Support the R&D for futuristic strategic planning
Scope of the Work
1. Assessment is to be done on
1.1. Review the physical and financial target and achievements (Head wise & Year
wise)
1.2.Note the deviations from the project outlay and explain the reasons for deviation.
1.3. Physical evaluation of assets created in the schemes like Milk Chilling facilities,
Establishment of Laboratories, Information & Communication Technology
Networking, Manpower Development and Planning & Monitoring in a random
basis.
1.4. Provide a chapter on the benefits obtained by milk producers by implementation
of NPDD.
1.5. Provide information on how the NPDD implementation helped to strengthen the
micro financing among the rural farmer community.
1.6. Provide information regarding the extend of digitalization in payments with
respect to the implementation of the Project
1.7.Include the details about the Benefits to the Milk Union like increase in
Procurement, Processing and Marketing facilities.

4. Reports & Time frame
Ten copies of report along with soft copy shall be submitted. The report shall contain
overall study method adopted, basis of sample selection and the area selected. The
report shall contain detailed finding on each component and an Executive Summary
