Description - Description: The London Boroughs of Harrow, Brent and Ealing are collaborating to procure a leisure operator to manage their leisure facilities and services.Uniquely, the Councils joined forces in 2011 to procure a Leisure Operating Contract for thei r respective leisure facilities.
