Description - The city of Helsinki's urban environment department (later "the customer") will set up a dynamic procurement system (DPS), within which the customer's geographic information expert services for the KYMP & Urban Model project will be tendered. In the KYMP & Urban Model project, several POC projects aimed at utilizing the Helsinki urban data model will be carried out. Urban environment services participate in POC projects with their own topics. The operating model of the dynamic procurement system is two-phase. In the first step, the dynamic procurement system is established in compliance with the regulations of the limited procedure. In the second stage, the customer conducts internal tenders
