1. Request for Proposal
In pursuance of BOD Resolution taken in the 182nd Meeting of BOD of ASTC, concurred by
Transport Department vide letter No. TMV/E-20997/230 dated 21st March 2023 with inputs from
Finance Department, Judicial Department and Center of Excellence in Public Procurement in Assam
(CEPPA) and in view of deplorable condition of around 321 vehicles out of which 79 are beyond
economical repair, 222 nos buses were proposed for lease through e-tender portal vide NIT No.
ASTC/HO/CE (A&T)/089/Lease of ASTC Shutdown Vehicles/2022-23/0021, Dated: 27.04.2023
which has been concluded and LOA were issued accordingly.
In this regards out of the 222 nos the remaining 213 nos shutdown ASTC buses are proposed
for lease to earn revenue for ASTC as well as for employment generation with a purpose of achieving
the aggregator role as desired by the Government of Assam, The Managing Director, Assam State
Transport Corporation (ASTC) Guwahati, (hereinafter referred to as the Authority), invites the tender
in a single bid system for “leasing out, repairing and operation” of ASTC shutdown vehicles to
interested bidders as specified in the tender.
The bidder is expected to respond to the requirements as completely and in as much relevant
detail as possible, and focus on demonstrating bidder’s suitability to become the implementation
partner of ASTC.
The bidders are expected to examine all instructions, forms, terms, requirements and other
information in the tender document. Failure to furnish all information required as mentioned in the
tender document or submission of a proposal not substantially responsive to the tender document in
every respect will be at the Bidder's risk and may result in rejection of the proposal and forfeiture of
the EMD.
2. Instruction to Bidders
General
a) Bids are invited from interested bidders including individuals/company/firms/society/selfhelp groups etc. for lease out of shutdown vehicles of Assam State Transport Corporation
which may be run by the bidder as per their requirement.
b) A bidder can quote for only five vehicles at the maximum. The bidder has to mention the
registration number of the vehicles against which he is bidding in his financial bid. The list of
vehicles against which bids are invited is listed at Annexure-2.
c) All information supplied by the Bidders may be treated as contractually binding on the
Bidders, on successful award of the assignment by ASTC on the basis of this tender.
d) The Bidder is advised to read carefully all instructions and conditions appearing in this
document and understand them fully. All information and documents required as per the bid
document must be furnished. Failure to provide the information and/ or documents as
required will render the bid technically unacceptable.
e) No commitment of any kind, contractual or otherwise shall exist unless and until a formal
written Contract has been executed by or on behalf of ASTC. Any notification of preferred
Bidder status by ASTC shall not give rise to any enforceable rights by the Bidder. ASTC may
cancel this tender at any time prior to a formal written contract being executed by or on behalf
of ASTC.
f) This tender supersedes and replaces any previous public documentation & communications,
and Bidders should place no reliance on such prior communication.
g) The Managing Director, ASTC reserves the right to delete any item or items or to increase or
decrease the quantity of any item or items from the tender schedule.
h) The Managing Director, ASTC reserves the right to accept or reject any or all the tenders
without assigning any reason thereof and is not binded to accept the highest rate.
i) The Managing Director, ASTC reserves the right to cancel the tender process at any stage
without assigning any reason thereof.
j) Proposals must remain valid for 180 days after the submission date.
k) Bids shall be received by ASTC in original hard copy, before the time and date specified in
this tender. Original hard copy of bids technical/financial along with signed and sealed copy
of the tender shall be submitted to: Office of the Managing Director, Assam State
Transport Corporation, Paltan Bazaar, Guwahati-781008.
l) In the event of the specified date for the submission of Bids being declared a public holiday
by the Government of Assam, the Bids will be received up to the appointed time on the next
working day. ASTC may, at its discretion, extend this deadline for submission of offers by
issuing a corrigendum and uploading the same on ASTC’s website https://astc.assam.gov.in
only.
m) Bids received later than the due time and date mentioned in the tender will not be considered
for this bidding process.
n) The Bidder in case of participation of firm should submit a Power of Attorney authorizing the
signatory of the Proposal to commit the Bidder in case of participation of an
organization/institution. The format prescribed for Power of Attorney is given at Annexure-4.
