Leasing/ renting out the shop facilities in Aquatic Rainbow Mall (ARM)
Tamil Nadu Dr. J. Jayalalithaa Fisheries University (TNJFU), Nagapattinam
proposes to engage reputed Ornamental fish culturists involved in the production of
aquarium fishes for a period of 11 months by “leasing / renting out the shop
facilities in Aquatic Rainbow Mall (ARM)” located inside the TNJFU Madhavaram
campus for the year 2023-24. Expression of Interest (EOI) for the purpose is invited
from the interested parties.
The EOI prepared in accordance with the procedure given shall reach the Dean,
Dr. MGR Fisheries College and Research Institute, Ponneri, Thiruvallur District, before
3.00 PM. on 15.06.2023. The EOI is valid for a period of 15 days from the date of
opening.
1. Introduction of Aquatic Rainbow Mall (ARM)
Tamil Nadu Dr. J. Jayalalithaa Fisheries University established an Aquatic
Rainbow Mall (ARM) at its Madhavaram campus located near Madhavaram Milk Colony,
Chennai - 600 051. The ARM is established with a State of art infrastructure facility for
trading of high value ornamental fishes (indigenous and exotic) and other Ornamental
accessories viz. aquatic plants, aquarium tanks and accessories, feeds, drugs, filters,
aerators etc.
The ARM serves also as the trading hub for the sale of high value ornamental
fishes produced by traders as well as incubatees of Aquatic Rainbow Technology Park
(ARTP) at TNJFU Madhavaram Campus to augment the international Ornamental fish
trade. The ARM provides a good platform for the naturalist fish hobbyist /biologists,
guides and other ornamental fish traders, and service staff to showcase their fishes or
products. An increase of visitors to ARM creates high demand for ornamental fishes and
other related services in domestic market.

2. Facilities at ARM:
The ARM has the following facilities:
a. A total of 44 shops (each shop area 190 sq. feet; outer x outer) with electrical
connection to display the live ornamental fishes.
b. A parking facility and outer fencing in the premises.
c. An approach road and light facilities from the Madhavaram Milk Colony main road.
d. A separate Bus stop available near TNJFU – ARM.
e. An administrative room for TNJFU functions in the ground floor for providing
services to the lessee.
f. Lab facilities are available in TNJFU Madhavaram Campus for water and soil quality
testing e.g. Aquatic Microbiology tests, Molecular PCR tests and Pathology tests.
g. Water supply system: A bore well, overhead tanks and piping system available to
supply quality water to all the shops.
h. Power supply: Electrical power given to the whole complex from the Central
distribution system. Independent sub-meters available for each shop to levy the
charges from the users based on usage.
i. Toilet block: Four toilet blocks available in the complex for use by the visitors as well
as shop owners. Sanitation has to be maintained by the lessee by arrangement of O
&M contractors.
j. Security services available at the entrance of the ARM. However, additional
securities can be engaged by the lessee for individual shop safety.
3. Detailed information of the cost to be incurred by the lessee:
1) Total lease amount per shop = Rs. 2150/- + 18% GST extra
2) Advance per shop - Rs.25,000/-(will return to the tenant without interest at
the time of vacating the shop)
3) Maintenance charges - Lessee to pay to O&M contractors engaged by them
4) Water charges - Lessee to pay to ARM, TNJFU based on usage through
the ARM Bank account
5) Electricity charges - Lessee to pay to Electricity Board directly based on meter
reading
4. Qualification of the applicant:
a) Applicant must be a resident of Tamil Nadu
b) Primary applicant must be ornamental fish farmers & traders, fish feed
manufacturers & distributors, fish vendors or retailers or aqua clinic persons
c) Secondary applicant can be ornamental pet farmers & traders.
d) Preference will be given for applicants having membership in registered societies.

5. Allotment ratio :
Shops will be allocated as follows:
1. Ornamental Fish farmers & traders : 60%
2. Ornamental Pet farmers & traders : 20%
3. Others – fish vendors & retailers : 20 %
6. Selection Process:
Selection process consists of an initial screening of applications for eligibility
followed by personal interview of the short-listed applicants by an expert
committee constituted by TNJFU to evaluate their techno-commercial capabilities.
