Description: I. Background
The Himachal Pradesh Subtropical Horticulture, Irrigation, and Value Addition (HPSHIVA) Project
aims to enhance climate resilience and agricultural productivity in the subtropical regions of
Himachal Pradesh. The project is being funded by the Asian Development Bank (ADB) and Govt. of
Himachal Pradesh. The project activities include the development of irrigation schemes,
establishment of horticulture clusters, and promotion of sustainable farming practices. The project
will be implemented in selected clusters of 28 development blocks of 7 districts viz. Bilaspur,
Hamirpur, Kangra, Mandi, Solan, Sirmaur and Una. The project involves approximately 15,000
subtropical horticulture farmer households managing 6,000 hectares of land. By integrating tree
species into the farming practices, the project aims to enhance carbon sequestration, improve soil
fertility, and provide additional income sources for local farmers through the sale of fruits and
fodder.
The target beneficiaries are subtropical horticulture farmers who have stopped farming or have
reduced their farming areas because of a lack of irrigation facilities and crop damage by wild and
stray animals. The project has the following elements:
• Horticulture - Restoration of degraded land:
o Total land to be part of project is 6000 ha. 16% is barren land, 84% is cropland with majority of
farmers growing wheat, maize, paddy etc. for self-consumption.
o Land is primarily rainfed
o Fruit trees such as Guava, Citrus, Plum, Pomegranate, Litchi, Persimmon, Pecan nut have been
identified for horticulture plantations.
• Irrigation system: micro-irrigation interventions such as drip irrigation and other schemes
• Solar fencing - use of Solar PV supported by batteries.
The Nodal agency of the HPSHIVA Project is the Department of Horticulture (DOH). A Project
Management Unit (PMU) at the State level has also been established under DOH. The farmers from
