On behalf of the Director General, Institute of Seismological Research (ISR), Raisan,
Gandhinagar, a tender is invited in a sealed bid cover from reputed authorized electrical
contractor/agencies, for maintenance of 11KV Substation with energy audit. The bid

Instruction to Bidders for General Terms & Conditions.
1. Tender should be sent by Registered A.D./Speed Post, Hand to hand delivery is
not allowed.
2. This is a two envelop bid system. The bidder will have to submit the tender copy,
eligibility and technical documents in first envelop with seal and sign. The
envelop-(1) should be marked as “Tender fee/EMD and Technical bid.”
The price bid will have to submit in second separate envelop with seal and sign.
This envelop-(2) should be marked as “Price Bid”. The price bid will be opened
for only those bidders who are eligible and are technically qualified.
3. The bid should reach the undersigned on or before 25/08/2023 UP TO 05:00
pm. Tender received after the deadline will not be entertained. And the
proposals will be opened at 3:00 pm. On 28/08/2023, Bidder or his
representative is requested to remain present with I.D proof.
4. Tenderer may remain present at the time of opening of the bids.
5. The tender shall be signed by the vendor with seal on each page of the document
& Price bid must be filled in price bid format (Section-6).
6. Offers by Fax, e-mail or received in open condition will not be entertained. The
tender document can be seen/downloaded from Institute website
(www.isr.gujarat.gov.in,) and all future corrigendum will be uploaded on our
website.
7. Bidder must be an appropriate class electrical contractor/ Agency and must have
the working experience of Operation and Maintenance of EHT/HT Electrical Substation of minimum 11KV/33KV.
8. Appropriate class of Electrical Contractor license copy provide.
9. Bidder have to complete required work like Suitable cabling/wiring
work/Automation wiring, installation of All type of Switching equipment such as
Circuit breakers, fuses etc. and work of cable Luging, Connection, repairing and
proper functioning equipment installed, etc.
10. INSURANCE: The Contractor shall also take insurance for third party liability
covering loss of human life, injuries, disabilities, disease or death, engineers and
workmen and also covering the risks of damage, theft to the third party, material,
equipment, properties before and during completion of the work(s). Before
commencement of the work, the Contractor will ensure that all its employees
and representatives are covered by suitable insurance against any damage, loss,
injury or death arising out of the execution of the work. Liquidation, Death,
Bankruptcy etc., shall be the responsibility of Contractor/bidder.
11. Engineers/Workers shall be trained for firefighting. Enough of such trained
personnel must be available at the Site during the work.
12. The skilled staff deployed by the contractor for execution of work.

13. Verification of panel to panel from substation to individual panels installed at
various places of the Institute campus with proper labelling or numbering should
be done with painting or radium sticker.
14. If any of cable inside electrical panel found burst/fired/opened outer insulation,
the proper reconnection/replacement of rated cable with lugging work is
required to be done.
15. ON/OFF handle of electrical panels should function well and should be in right
position during operation. If any of handle is broken/missed/impractical size
should be replaced.
16. Indicator lamps of Red, Yellow and Blue in colour should be on while line is
working and it should be replaced according if found faulty/bokken/used with
wrong colour.
17. Voltmeter (Panel mounting) with selector switch (R, Y, B, OFF) installed in panel
should work properly and displays accurate measurement of voltages, and same
should be replaced if any of them is not working or displays inaccurate
measurement.
18. Doors of electrical panels should be open and close properly and locking
duct/screws with plastic knob is required or needs to be replaced if any of them
is broken/rusted.
19. Replacement of rated fuse in place of defused/faulty/open fuse where ever
found in any electrical panel.
