Description - Description: The Third European Postal Directive (2008/6/EC) contains the rules that European countries had to implement in order to complete the internal market for postal services within the EU. Article 5 of this postal directive provides that the universal service shall evolve "in accordance with the technical, economic and social environment and the needs of users".
