THEBIDDOCUMENT
1) ContentsofBidDocument
i) Thescopeofwork,Bidprocedureandcontracttermsandconditionsareprescri
bedintheBiddocument.TheBiddocumentincludes:
a. Invitation for Submissionof Tender in Hard Copy of the tender in two
separate, sealed sub-envelopes, clearly mentioned as Technical Bid &
Financial Bid.

ii) The bidder is expected to examine all instructions, forms, terms and
specifications in the Bid document. Failure tofurnish all information
required as per the Bid document orsubmission of Bid not responsive to
the Bid document in every respect will be at
thebidder'sriskandmayresultinrejectionofthesaidBid.
2) AmendmentofBidDocument
i) Atany time prior to the deadline for submission of Bid, Basmati Export
Development Foundation, New Delhimay,forany reason, whether at its
own initiative or in response to a clarification requested by aprospective
bidder, modify the Bid document by amendments. The relevant clauses
of the Bid document shall betreatedasamendedaccordingly.
ii) InordertoallowprospectiveBiddersareasonabletimetotaketheamendmenti
ntoaccount in preparing their Bids, BEDF, at his discretion, may extend
the deadline forthe submission of Bids.
3) DocumentsConstitutingtheBid
TheBidpreparedbythebiddershallcomprisethefollowingcomponents:
(a) Prequalification:-
(i) EMDDetails-ItwillconsistoftheEMD documentinprescribedform.
(ii) EligibilityCriteria–ItwillconsistofthedetailsaspertheTenderDocument.
(b) FinancialBid-FinancialBidwillcompriseof:
PriceSchedule-includesPriceScheduleinprescribed format.
4) BidForm:
The bidder shall complete the Bid Form and the appropriate Price Schedule
furnished intheBiddocument.
5) BidCurrencies:

6) Documentsestablishingbidder'sQualification
i) The bidder shall furnish, as part of its Technical Bid, documents
establishing the bidder'squalification to perform the Contract if its
Bid is accepted. The documentary evidenceshould be submitted by
the bidder in Hard Copy. One copy of the
technicalbidalongwithalldocumentsproof,earnestmoneyshallbesubmit
tedinthesealedenvelopeto the office of the Director, BEDF, New
Delhibefore the closing time, the failure of that
maycausetherejectionoftheBid.
ii) The documentary evidence of bidder's qualification to perform the
Contract if its Bid
isacceptedshallbeasperQualificationRequirementsspecifiedinbiddocu
ment.
7) BidSecurity/EarnestMoneyDeposit(EMD)
i) ThebiddershalldepositBidsecurity/EMDaspertheTendernoticethrough
Demand Draft/Pay Order in favour of Basmati Export
Development Foundation, payable at New Delhi.
ii) AnyBidnotsecuredinaccordancewithaboveshallbetreatedasnonresponsiveandrejectedbyBEDF.
iii) Unsuccessfulbidder'sBidsecuritywillbereturnedat the earliest
aspossibleaftertheacceptanceofBid.
iv) Thesuccessfulbidder'sBidEMDwillbeconvertedinto
securityuponthebiddersigningtheContract.
v) TheBidsecuritymaybeforfeited:
if a bidder
(i) withdraws its Bid during the period of Bid validity specified by
thebidder on the Bid Form; or
(ii) does not accept the correction of errors or
(iii) modifies its Bid price during the period of Bid validity specified
by the bidder onthe Bidform
8) PeriodofValidityofBid
i) Bidshallremainvalidfor90daysafterthedateofBidopeningprescribedbyB
EDF. The Bid valid for a shorter period shall be rejected by BEDF as
non-responsive.
ii) In exceptional circumstances, BEDF may solicit the bidder's consent
to an extension ofthe period of Bid validity. The request and the
response thereto shall be made in writing. Abidder may refuse the
request without forfeiting its Bid security. A bidder granting
