TAMIL NADU Dr. J. JAYALALITHAA FISHERIES UNIVERSITY ----------------------------------------------------------------------------------------------- Invitation for Expression of Interest Leasing out the Hatchery, Nursery and Grow out facilities in Aquatic Rainbow Technology Park (ARTP) Tamil Nadu Dr.J.Jayalalithaa Fisheries University (TNJFU), Nagapattinam propose to engage reputed registered associations/Societies and experienced farmers involved in the production of exotic and high value aquarium fishes in Tamil Nadu State for “leasing out the hatchery, nursery and grow out facilities in Aquatic Rainbow Technology Park (ARTP)” located inside the TNJFU Madhavaram campus. Expression of interest (EOI) for the purpose is invited from the interested parties. EOI prepared in accordance with the procedure given shall reach the Dean, Dr. M.G.R Fisheries College and Research Institute, Ponneri-601 204, Thiruvallur District before 4.00 PM on 31.08.2023. The EOI should be valid for 90 days from the date of opening. The application should be accompanied with the following information: (a) A capability statement. (b) Company/ Organization profile giving details of current activities and management structure. (c) Evidence of incorporation. 1. Introduction of ARTP TNJFU has established ARTP at Madhavaram Milk, Colony, Chennai-600051. ARTP is planned in such way that it will have the state of the art brood stock holding, breeding, nursery rearing, mass culture in raceways, etc. The entire live feed requirement will also be produced in the most bio secured environment. ARTP is also having a separate mega marketing complex ARM, whereas Single Window Supply channel for the delivery of quality brood fishes high, quality seeds, feed, live seeds, drugs, accessories, etc. for ornamental fish sector of Tamil Nadu and India. ARTP will ensure in streamlining the industry, provide technical guidelines for the business, research and development, technical support to hatcheries and raceways on breeding technology. This whole initiative will not only create employment opportunities within the structure of the initiative through the need for maintenance workers, naturalist/biologists, guides and service staff, but with increase in visitors will result in higher demand for ornamental fishes and related services throughout the region. 2. Facilities of ARTP: ARTP has been developed with the following facilities: i. Hatchery System (Multi species Ornamental Fish Hatchery): This facility consists of 10 mini hatchery with all the facilities to breed the ornamental fish. Filtered water & aeration facilities are available under the roofing. ii. Nursery System (Heterotrophic based Indoor Raceways): This facility houses 10 Raceway units. Each unit comprises of two tanks with each tank capacity of 6 x 2 x 1.15 m (13 ton capacity) with air lift pumps operated by blowers which ensure a running water system. Rapid sand filters are provided for each of the raceway units. iii. Grow out System (Heterotrophic based Outdoor Raceways): This facility houses 8 Raceway units. Each unit comprises of two tanks with each tank capacity of 12 x 2 x 1.15 m (27 ton capacity) with air lift pumps operated by blowers which ensure a running water system. iv. Live feed culture section: Live feed culture facility incorporates a number of small tanks of all sizes to grow Daphnia, Moina and all other such live feed species. This will be maintained by TNJFU and live feed will be sold by them on unit cost basis to the farmers in and around the facility. v. Administrative Building cum Laboratory: It consists of two floors of 300 m² each. The ground floor will have a set of laboratories for the research and development on various aspects. vi. Water treatment and supply system: It consists of bore well to supply water, piping system with treatment plant to ensure quality water to all the components. vii. EB panel block: EB panel is attached in the project premises. Separate EB metered bill has to be paid by the lessee according to their respective usage. viii. Health care unit & Fish Packing Shed: Tanks & EB charges are to be shared by the incubatees. 3. Detailed information of the cost to be incurred by the lessee: 1) Total lease amount per unit = Rs. 5000/- per month. Total lease amount for three unit (H, N & G) = Rs. 4000/unit per month [11 months (agreement period) rent shall be paid in advance] 2) Advance per unit - Rs.7,000/- Advance per three units - Rs.20,000/- 3) Maintenance charges - Lessee to pay to O&M contractors engaged by them. 4) Water charges - Lessee to pay to ARTP, TNJFU based on usage through the ARTP Bank account. (Bore water: Rs 20/ton, RO water: Rs. 150/ton) 5) Electricity charges - Lessee to pay to Electricity Board directly based on meter reading. 4. Qualification of the applicant: The applicants must have the following capabilities: (a) Shall be a member of a reputed Registered Associations/Societies (b) Shall have experience in the production of aquarium indigenous & exotic fishes in Tamil Nadu (c) Shall have the experience of running his/her own farm/lease farm/ having worked in any farm/ production system in fisheries 5. Selection approach: The selection will be in two stages comprising (i) the Expression of Interests (EOI) in the first stage. (ii) Selection process will comprise of interview of the short-listed applicants by an expert committee constituted by TNJFU to evaluate their techno-commercial capabilities. 6.
