Apparel Export Promotion Council e-Tender Notice A. e-tender is invited from reputed printing & publishing agencies for printing and publishing of Apparel India magazine of AEPC as per the scope of assignment attached at Annexure-I. B. Terms of Reference and other conditions are given at Annexure II. C. Quotes should be submitted on email: tender@aepcindia.com latest by 03rd May 2024 till 12 (noon). Please note that quotation sent to any email other than tender@aepcindia.com will not be considered. 2 | P a g e Annexure I SCOPE OF THE WORK ➢ To print 60 pages E-magazine in Flip Book Style. ➢ To print and to provide to AEPC “Apparel India” magazine in the following specifications: Apparel India Magazine (Inside – 60 pages + Cover – 4 pages). SIZE : 8.25” X 11.25” COLOURS : 4 + 4 colors PROCESS : Offset MATERIAL : Inside - 130gsm Matt Art Paper Cover – 300gsm Matt Art Card QUANTITY : 200 copies Binding : Perfect Binding Cost inclusive of paper, CTP plates, printing, matt lamination and Perfect Binding. Each magazine to be inserted into magic seal envelopes, supplied printed labels to be pasted on magic seal envelopes. Conceptualizing, Editorial, Designing, Lay outing to be done by them. Making Flip Book for sending as e-Copy. 3 | P a g e Annexure II TERM OF REFERENCE To print and to provide to AEPC “Apparel India” magazine in the following specification: • The vendor is to publish inputs, to be generated by AEPC, for incorporating in Apparel India Magazine. The inputs published latest, procured from the authenticated legal sources, with appropriate rights for its inclusion in Apparel India Magazine. • The vendor would be required to include garment sector policy adequacy by major competing economies, general indicators for apparel and textile, forecasts, latest market reports of major economies, oriented towards apparel and textiles, information about FDI in apparel and textile sector, important news related to garment industry with regard to sustainability, compliances, reports of major international textile and apparel fairs, various researches and gist of reports related to textile value chain, innovation in textile value chain, interviews with various stakeholders; including buying houses / buyers, State Govt., Central Govt., Tax Authorities, Regulatory Authorities, AEPC, etc. • To publish articles by journalists on infrastructure as a matter of interests to the apparel industry and also as per the advice of AEPC, gist of various notifications of MoC/DGFT/Excise/Customs/Services Tax/Income Tax and other regulatory authorities. • To appropriately edit and place the information, received from AEPC • To use high resolution photographs in the Apparel India magazine, which is worthy even on e-commerce platform gadgets like laptop/mobile phones • To prepare feature articles, editing and writing articles specific to RMG sector & economy. • To obtain approval of AEPC on all pages before these are sent to the Press for printing. • Upon satisfactory performance in keeping timeline and quality the contract for printing could be extended for another year after end of initial contract, subject to the approval of competent authority. TIME – FRAME AND DELIVERABLES The duration for the work is 12 months from the date of placement of the work-order. The selected agency would be required to submit draft-dummy report before publishing. The draft matter of the publication has to be submitted on 28 th of each month (next day, in case of holiday). Final publication is to be submitted after detailed discussion with AEPC by 1st day of the month of publication (next day, in case of holiday). EARNEST MONEY DEPOSIT (EMD) OF RS 50,000/- SHALL BE FORFEITED BY THE AEPC IN CASE • The agency withdraws their offer during the period of tender validity, without prior notice. 4 | P a g e • The agency fails to honor the contract or refuses to comply with any or all terms and conditions of the tender. • Change in design from the approved design • After selection, the agency fails to honour the contract or refuses to comply with any or all terms and conditions of the tender. • For non-performance or mid-way unilateral withdrawal from the assignment by the agency, the EMD will be forfeited. OTHERS • The payment would be made after receipt of the printed items in required standard specification/format/design and quantity along with proper bill and challan. • There shall be no escalation in the price during entire contract period, however, either of the parties may if so decides, shall have the option to terminate its contract by giving the other party prior written notice for three months. • In case of any dispute, decision of Chairman, AEPC shall be final and binding. • The losses to the AEPC which are directly attributable to the agency shall be deducted from the bills /adjusted from the EMD. • In case of any dispute or difference arising in relation to meaning or interpretation of the agreement, Chairman, AEPC would be the final arbitrator. The decision of the arbitrator shall be final and binding on both the parties. • The advertisements in the Apparel India magazine shall be released on the rates, to be specified by AEPC. The advertisement charges shall be receivable in the favour of “Apparel Export Promotion Council” only. Receipt of advertisement charges through any other route would disqualify the Vendor in continuing the work of publishing Apparel India magazine and any other penalty, to be decided by AEPC. RIGHTS OF AEPC • AEPC reserves the right to cancel/terminate the agreement any time without assigning any reason. P |
