Expression of Interest for Empanelment of National Level Monitors (NLMs) National Health Systems Resource Centre (NHSRC) was established in 2006 under the National Rural Health Mission (NRHM/NHM) of Government of India to serve as an apex body for technical assistance in policy and strategy development to the Ministry of Health and Family Welfare (MOHFW). NHSRC also provides technical support to the states in capacity building, implementation, and other areas of health systems. The goal of this institution is to improve health outcomes by facilitating governance reform, health systems innovations and improved information sharing among all stake holders at the national, state, district and subdistrict levels through specific capacity development and convergence models. In an effort to improve the quality of services and provide a uniform benchmark to assess the functionality of public health facilities, the Indian Public Health Standards (IPHS) were introduced and revised from time to time to meet all the national and international commitments and recent developments in health. Comprehensive planning of health infrastructure as per the Indian Public Health Standards is a specialized job and needs high technical expertise. The need to focus on planning and infrastructure was specially felt after COVID-19. Government of India undertook several steps to facilitate filling of gaps against the infrastructure such as tied health grants under 15th Finance Commission and Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PMABHIM) for building less subcenters/primary health centers, IPHL, BPHU, CCB etc. However, capacities for such planning vary from one state to another. Hence, MOHFW through NHSRC intends to empanel architects and engineers as National Level Monitors for monitoring and review for health-related infrastructure projects. The period of initial empanelment shall be for 3 years extendable further on the basis of performance/requirements. However, the empanelment can also be cancelled mutually with one-month prior notice. Expression of interest are invited from repute Architecture and Engineers having requisite experience in the field of health infrastructure and have undertaken works of similar nature in Government/Semi-Government/PSU for a minimum period of five years. Preference will be given to those who have experience of working in public health care infrastructure. The architects and engineers will be selected as per guidelines as indicated in the annexed TOR. Empanelled National Level Monitors will be provided honorarium, travel support and per diem, as applicable and as per the rules. Signature Administrator, NHSRC TERMS OF REFERENCE (TOR) FOR NATIONAL LEVEL MONITORS (NLMs) 1. Background Launched in 2005, the NHM is a flagship programme of the Government of India which envisages achievement of universal access to equitable, affordable and quality health services which are accountable and responsive to people’s needs. The infrastructural gaps have been addressed through the recently launched scheme i.e PM-Ayushman Bharat Health Infrastructure Mission. In addition to this, the infrastructural support is also available under 15th Finance Commission Health Grants during the period of 2021-22 to 2025-26. A mechanism of Independent National Monitors offers an opportunity to utilize eminent and high quality individual to provide independent feedback on the performance of national programmes and interventions under the NHM and other schemes and find possible solutions. 2. Objectives MoHFW through NHSRC is seeking services of suitable qualified Architects/ Engineers to monitor and review the progress of infrastructure works sanctioned by MoHFW under NHM, PM- ABHIM and XV Finance Commission or any other scheme as required. 3. Scope of Services • The empanelled national level monitors shall be visiting States/UTs on as required basis, and submit the visit report, findings, observations against the progress of infrastructural work undertaken with support from GoI and monitor and evaluate progress against the expected outcomes. • The duration of visit to a district for regular monitoring shall ordinarily be of 5-7 days excluding journey period. • Any other specific tasks related to infrastructure as allocated by MoHFW. 4. Eligibility Criteria Eminent retired Engineers and Architects having work experience of more than 10 years in Centre Govt./ State Govt./ Semi- Govt./ PSUs engaged in infrastructure work with experience in the fields of planning, designing, construction, supervision of Public Healthcare facilities. 6. Other Conditions (i) The applicant may furnish any additional information which they think is necessary to establish their capabilities to successfully complete envisaged work. (ii) Even though an applicant may satisfy the above requirements, still they would be liable for disqualification if they have: (a) Made misleading or false representation or deliberately suppressed the information in the forms, statements and enclosures required in the qualification documents (b) In case the applicant is blacklisted by any of the Government departments. (c) Any effort on the part of the applicant or their agent to exercise influence. 7. Honorarium They will be provided an honorarium for actual days of visits, travel support, report writing and management cost. 8. Final Decision Making Authority NHSRC reserves the right to modify the eligibility criteria, to decide on cut-off date, to accept or reject any application, to annul the qualification process, to reject all applications or accept new applications at any time, without assigning any reason or incurring any liability to the applicants. 9.
