1. Overview:
Innovation by Youth with Disabilities is a one of a kind inclusive Innovation project of the Kerala Development and Innovation Strategic Council (K-DISC) implemented by the National Institute of Speech and Hearing (NISH) for persons with disability in the state of Kerala. The long-term goal is to develop and sustain a dynamic ecosystem for youth with disabilities having a desire to innovate and create a positive impact on society.
Innovation by Youth with Disabilities (I-YwD) follows a Blended learning approach, which combines face-to-face and online learning experiences. For this a thorough, hands-on, and holistic curriculum on the themes of innovation and entrepreneurship has been developed. The Curriculum transaction involves delivery of content through short videos. This necessitates the creation of fully accessible video-based learning material adhering to universal design.
2. Scope:
The scope of this document includes content creation and management of Video Based Learning materials for I-YwD participants. Videography and supply of digital copy (Inclusive of editing, titles, and subtitling for videos) - Final output should be delivered in HD format. Area of work will be in Trivandrum, Kerala.
NISH invites competitive sealed tenders from professional photographers/videographers having a studio in Thiruvananthapuram, to provide services as per the details given below.
3. Video Based Learning Content Creation
3.1 Types of Video Content
The contents shall be of the following manner:
Indoor and Outdoor facilitator led sessions
Creative Content
Graphical content
Animated Content
3.2 Content Duration
1. Total number of videos of 1 to 3 minutes each -154
2. Total duration of videos – 440 minutes
3.3 Content Recording
Content Recording shall be done in the studio, outdoors and /or at NISH premises
3.4 Technical requirements in the studio
i) Camera (Full Frame) – 2
ii) Lapel Mike – 2
iii) Background – 4 (Navy blue, Black, Grey AND Green Screen)
iv) Projector/Prompter – 1
v) Studio Lights – 2 minimum
vi) Venue arrangements required for the Shoot (Chair, Table, Sofas etc.)
vii) Touch-up Room
viii) Personnel – Videographer, Editor, Sound/light assistant, Animator
3.5 Technical Specifications for Video Recording
3.5.1 Resolution
The resolution is the number of distinct pixels in each dimension that can be displayed. You should record your video in high definition (HD) at (1920 x 1080 pixels)
3.5.2 Format
Video should be recorded in H.264 video format and saved at the highest resolution possible. You can then convert your video to different formats for different uses. For example, you should save your video as an .mp4 for our use online.
3.5.2 Aspect ratio
Video should always be recorded or cropped in post-production to an aspect ratio of 16:9 (widescreen).
3.5.3 Subtitles
Videos should be delivered with the appropriate subtitle file (.srt) to ensure accessibility.
3.5.4 Music usage
If music is used in the video, it shall not violate copy right rules
3.5.5 Video Thumbnails
It should be possible to customise the video thumbnail
3.5.6 Size
For fastest upload, please keep videos under 500MB each
3.6 Technical Specifications for Audio Recording
3.6.1 Sample rate - The audio shall be recorded at a minimum sample rate of 44.1khz.
3.6.2 Bit depth - The audio shall be recorded at a bit depth of either 16 or 24.
3.6.3 Ambience - The audio shall be recorded as free from room ambience and background noise as possible.
3.6.4 Volume - The volume, measured in decibels, should peak at just below 0 decibels without clipping (indicated by red markers on the volume metre).
3.6.5 Ducking - When combining music and voice in a video, the music must be low enough so that the person who is speaking can be heard.
3.6.6 It shall be ensured that recorded speech is easily understood and there is minimal sibilance (hissing sounds during speech).
3.7 Content Editing
Content Editing shall be done by contractors with inputs from I-YwD Core team. Professional video editing facilities should be available in the studio.
3.8 Post Production Works
Post Production works shall be done by contractors outside NISH premises
3.9 Content Hosting: Content shall be hosted in one or all of the following channels:

✔ I-YwD YouTube channel
✔ Google Classroom
4. Pre- Qualification Criteria for Participating in the Tender
The bidder must possess a valid registration copy of Commercial Tax (GST), the required service tax registration/PAN Number, and any applicable Excise registration. |
