Kela's goal is to acquire a crisis communication system in case of vari ous threats, disturbances, accidents and crisis situations. Kela does not already have a crisis communication system. The users of the system are the entire Kela staff and some of the external service providers working in Kela's premises. The total number of internal users of the crisis communication system is approximately 9,000 users, but emergency notifications can be sent through the system via e-mail or text message to more than 15,000 exter
