TERMS AND CONDITIONS
1. INTRADUCTION:
Sealed quotations are invited from reputed consultancy firms for the CONSULTANCY & ENGINEERING SERVICES FOR PREPARTION OF RESTRUCRING AND UPDATING TENDER DOCUMENT AND ASSISTANCE IN EVALUATION OF BIDS OF RANGPHAPCHU HEP 2 X l.S MW IN SOUTH SIKKIM.

2 Part-B-Electro Mechanical works Preparation of Restructuring and updating tender document as per QCBS evaluation criteria / procedure and assistance in evaluation of bids.
As detailed above the works shall be carried out as per Part A and Part B and the interested consultancy firm shall send their quotations for each phase of work separately.
Sealed quotations should reach to the office of the undersigned on or before March 27th' 2023 by 11:30 hours and same shall be opened on the same day at 14:30 hrs.
2. EMD/BID SECURITY
EMD/Bid security amounting to Rs.10,000.00 (Rs. Ten Thousand Only) in the form of CDR/FDR/A/c payee Bank Draft /BG of any nationalized bank/Scheduled Bank in approved format duly pledged in the favour of Sikkim Power Development Corporation Limited, Gangtok having validity of not less than 60 days shall be deposited by the bidder.
3. ELIGIBILITY OF BIDDERS:
1. Bidders shall not be under a declarant of ineligibility for corrupt and fraudulent practices.
2. A bidder shall submit one proposal against this NIQ. If a firm submits or participates is more proposals, such proposal shall be disqualified.
3. Bids from Joint Ventures are not allowed.
4. Bidders will not be allowed to sub-contract the works.
5. The bidder must be a registered company under the Companies Act/ registered firm for providing consultancy services in the field of hydro-electric projects. Joint Venture/ Consortium of Firms Companies shall not be considered.
6. The foreign firms who have registered operational offices within in India can participate in the tendering process.

7. The invitation of quotation is for the bidders who have executed out one or more similar works in the State of Sikkim or other Himalayan hilly states of India.
8. Achieved in at least last three consecutive financial years, a minimum annual financial turnover of Rs. 100.00 lakhs (Rupees One Hundred Lakhs).
9. The bidder shall submit the above details with documentary evidence for fulfilment of above-mentioned eligibility criteria along with the bid
4. SCOPE OF WORK:
PART - A - Civil & Hydro Mechanical works:
Restructuring of Tender Documents, Technical Specifications, Tender Drawings and evaluation of Bids for procuring Contractor for execution of Project.
I. Review & updating of Technical Specification and Tender Drawings of
a. Civil work of the Project
b. Hydro-Mechanical works of the Project
II. Review and updating Bill of Quantities (BOQ)
III. Submission of final tender document after review, restructuring and updating.
Assistance in Evaluation of both Technical and Financial Bid.
IV. Any other work that comes under the preview of Preparation of Bid Documents and its Evaluation.
PART - B - Electro- Mechanical works:
Restructuring of Tender Documents, Technical Specifications, Tender Drawings and evaluation of Bids for procuring Contractor for execution of Project.
I. Review & updating of Technical Specification and Tender Drawings of
a. Electrical works.
b. Mechanical works of the Project.
II. Review and updating of Bill of Quantities (BOQ).
III. Submission of final tender document after review, restructuring and updating.
IV. Assistance in Evaluation of both Technical and Financial Bid.
V. ^ Any other work that comes under the preview of Preparation of Bid Documents and its Evaluation.
5. TIME PERIOD:
Submission of restructured and updated final tender document of Part A - Civil & Hydro-Mechanical works and Part B - Electro-Mechanical works should be completed within one month from the date of award of works. Assistance for Evaluation of bid shall be done after tendering process completion and bidding document received from the bidders.
6. PAYMENT DETAILS:
Part - A - Civil & Hydro Mechanical works % of Fee
1. Submission of final restructured and updated tender document 80%
2. Evaluation of bids after tendering & Bid received from bidders 20%

7. OTHER TERMS & CONDITIONS:
1. The price quoted should be FIRM and inclusive of all taxes and duties except GST which will be paid extra as per the norms.
2. The price should be inclusive of all expenses for carrying out the assignment as per the Scope of Works.
3. Preference will be given to the firms who have executed similar work. Experience Certificate may be enclosed for the same along with profile of the company.
4. SPDCL reserves the right to accept or reject one or all quotations without assigning any reason there.
