Terms of Reference Consultancy for development of Online Safety Module for Police Officials Introduction: Save the Children- Bal Raksha Bharat (SC-BRB) is India's leading independent child rights organization and has been functional in the country for over 70 years. In April 2008, SC India became a fully-fledged independent member of SC Alliance and is registered as 'Bal Raksha Bharat'. Since then, it has changed lives of more than 11.7 million children, across 19 states, reaching them directly and indirectly through 4 core thematic areas: Child Survival, Education, Child Protection and Humanitarian & Disaster Risk Reduction. We believe ‘every child deserves the best chance for a bright future’, and that’s the reason we are committed to ensuring children not only survive, but thrive. Intervention Context: UNICEF estimates that one third of internet users globally are children. In India, approximately 78% of the population own a mobile phone and 17% have access to internet. Though this seems low, internet connectivity is rapidly growing and India stands second in the world due to population size, with over 560 million internet users, of which 56% are below 30 and 30% below 15 years[1]. With smartphones increasingly becoming personal and education, communication and entertainment moving online, children are often found online unsupervised and unaided. While the government of India has been striving to ensure protection of children online by enacting legislation, pursuing and prosecuting perpetrators, raising awareness and rehabilitating victims of abuse, studies conducted by civil society organizations identified that services differ from region to region, lack of coordination among the relevant and appropriate depts./agencies and tools available fail to deliver impact due to language and cultural barriers. This results in children, parents and the community being unaware of the consequences of inappropriate behavior and risks, children are exposed to online. In a global compilation of reports of child sexual abuse material (CSAM) found online, India stands right on top of the list, with 11.7% of the total reports or at 19.87 lakh reports[2]. To address the online abuse of children, government of India has taken up steps such as opening of an online reporting portal for reporting cases of cybercrime with especial focus on cybercrime against children and women. The POCSO act has also been amended in 2019 especially to address online sexual abuse of children. The Government is implementing a comprehensive central sector scheme, namely “Centre for Cyber Crime Prevention against Women and Children (CCPWC)” to handle all issues related cyber-crime and to check all cyber-crime against women and children including child pornography. Yet with all these initiatives, the number of cases reported for cybercrime against children is 1113 nationally as per NCRB Report 2021. A report by CSO Line[3] says that one in five reported cases were dropped by police thinking it to be ‘mistake of fact or law’, due to insufficient evidence, or – in most cases – an instance of false reporting. As online life is the new normal and a necessity. We can’t keep children away from Internet, but this new mode of living requires children, caregivers as well as duty bearers to be equipped with right knowledge, attitude and practices so that cyber space remains safe for children. Intervention Details: It is in this backdrop that Save the Children prioritizes the need to ensure the safety and well-being of children online under its broader ambition of ending all forms of violence, exploitation and abuse of children. Save the Children is already working with children and communities in Pune district of Maharashtra and Thiruvallur District in Tamil Nadu to create an enabling and secure environment with the active engagement of children, parents and care-givers, teachers and government duty-bearers. A three pronged strategy has been adopted to promote safety and security of children in cyberspace. Ensuring awareness on online safety among children: A key pillar of our ongoing intervention, is to engage children and build their knowledge and awareness about online safety by designing a training package on cyber safety and deliver to them by their own school teachers who are trained as master trainers to deliver the special classes on online safety. Awareness Generation for parents/care-givers, teachers and SMC members: A key concern in the current context is the lack of knowledge on threats and risks children are exposed to online among parents/care-givers as well as teachers. Towards this, awareness generation sessions are organized with these stakeholders. Teachers, SMC members and parents are capacitated to monitor child’s online activities. Additionally, mass awareness campaigns are organized across the target schools and villages to create a safe environment for children both in school and in the community. Capacitating duty bearers and Promoting Convergence: Recognizing the complexity of the issue at hand and the need to promote a coordinated effort in tackling safety concerns, we also aim to capacitate government duty-bearers, particularly Dept. of Education, and Law Enforcement Agencies so as to that cases are registered and are dealt adequately. These efforts will be further supplemented with government engagement, focusing on improving the online environment for children by coordinated action between children, caregivers and duty bearers.
