1. About Save the Children

Save the Children (registered as Bal Raksha Bharat or BRB) is India’s leading independent child rights organization working in 13 states to make a difference in the lives of the most marginalised and vulnerable children of India. Save the Children works for providing an equal opportunity to education, nutrition, health, protection in terms of skill building, keeping gender sensitive approach as the core principle in its interventions, and life-saving humanitarian situations and relief during natural disasters to the most deprived children. Save the Children actions in these thematic areas has benefitted lakhs of children in India.

2. About Breadth of Skills Advocacy PROJECT

The National Education Policy 2020 (NEP 2020) highlights that India is in a learning crisis with 50 million children who have not attained foundational literacy and numeracy. Research also highlight on the crisis of learning levels of children[1].“The aim of education as envisaged in the NEP will not only be cognitive development, but also building character and creating holistic and well-rounded individuals equipped with the key 21st century skills”. This provides opportunity to build on the existing breadth of skills at the conceptual and policy level. Communication, creativity, critical thinking, and problem solving are the 21st century skills most frequently identified by countries in a study conducted by the Brookings Institution[2]. In the Indian context we are focusing on the 5Cs (critical thinking, creativity, collaboration, curiosity and communication) which is commonly referred to as the 21st century skills.

However, there are formidable challenges in terms of quality and scope of education as it is transaction through classroom teaching. The 3R’s - Reading, writing and arithmetic - are assumed to be the only essential skills. In the changing policy scenario, this may require relooking at the skills, which children acquire in school, or is expected to acquire at the foundational stage or at the termination of compulsory schooling.

Because skills build off one another, effective teaching and learning practices will teach children how to be good communicators and critical thinkers through literacy and numeracy education[3].For developing upward curricular continuity and learning outcomes, focus should be on breadth of skills in children and development of competencies in caregivers and teachers, for effectively delivering the skills. However, there is still a lack of clarity regarding which is a foundational skill and which is not.
With the coming of the draft NCF (National Curriculum Framework) for school education, it provides us an opportunity to review it to understand how it looks at developing holistic skills in children and teachers. This is critical to achieve the aim of education enshrined in NEP 2020

3. Scope of Work
Engagement with the Ministry of Education (MOE) at all stages viz. Nipun Bharat, and Samagra Shiksha Abhiyan to incorporate the 5Cs in the National Curriculum Framework 2023.
Engagement with the key professors and coordinators of the NCF 2023.
To be able to position the narrative of 21st century skills focusing on 5Cs through close working relationship with the drafting members of the NCF 2023and government think tanks like NITI Aayog.

4. Payment schedule
50 % of the payment would be made in the beginning of the assignment
50 % of the payment would be made on submission of the deliverables
