The mission of the “Foundation” is to improve the health and well-being of vulnerable communities through innovative, evidence informed and replicable strategies in partnership with government, private sector and civil society. JSI Foundation works closely with the Ministry of Health and Family Welfare, Ministry of Women and Child Development, as well as state counterparts, Niti Aayog, leading CSR companies, international donors and UN organizations. We implement innovative, context specific and comprehensive Public Health programs in India, particularly in the areas of reproductive, maternal, newborn and child health (RMNCH), HIV/AIDS, tuberculosis, nutrition, supply chain management. The “Foundation” is implementing comprehensive health and nutrition projects funded by Nayara Energy, and Global Fund. Background of the Project: The “Supply Chain Management Strengthening (SCMS) Project for HIV/AIDS and TB drugs” aims to strengthen the technical capacity of the National AIDS Control Organization (NACO), Central TB Division (CTD), State AIDS Control Societies (SACS) and State TB Cells (STC) to design, manage and monitor supply chains for improved access and availability of high-quality ARVs, TB drugs, diagnostics and other commodities across India. The Project is led by Plan International (India Chapter), the Principle Recipient (PR) for the HIV and TB Supply Chain grant under the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) for India to support NACO’s response to AIDS epidemic and Central TB Division (CTD) towards TB elimination. JSI R&T India Foundation as Sub-Recipient (SR) is mandated to provide technical assistance for improvement of the supply chains of ARV, anti-TB drugs, diagnostics and other commodities under NACP and NTEP at regional, state level and facility level. About the Assignment: The Standard Operating Procedures (SOPs) for Supply Chain Management of anti-TB drugs, diagnostics and other commodities have been drafted after review of good practices in health supply chain across the globe and is under process for the validation. These SOPs will serve as a guiding tool to all the field staff and service providers to manage the supply chain of anti-TB drugs, diagnostics and other commodities in an effective and efficient manner. This will also bring a uniformity in procedures, practices, and format used for supply chain management. The standard set of procedures will also create an opportunity for cross learning from stakeholders operating in different contexts. The SCMS Project plans to develop a system of regular capacity building of various cadres of staff engaged in supply chain operation for improving technical efficiency and effectiveness, leading to improved planning and management of supply chain and related results. In the above context, a comprehensive, customized and dynamic technology driven capacity building plan, also referred to as Learning Management System (LMS) having interactive e-learning modules is proposed to be executed under the SCMS project. The LMS approach is expected to change the way things are looked at and done at national, state and facility level. This plan will include technological solutions to reach a large number of staff more routinely in a short period of time with interactive and interesting, easy to learn, training content and messages. Proposed LMS is expected to use principles of adult learning and put the user at the center, making it attractive and will allow the user to be trained at a place and time of their convenience. This will potentially increase motivation of participants to get trained, reduce drop outs, improve sustainability and provide useful data on the coverage of the trainings. JSI R&T India Foundation is planning to hire an agency /consortium of agencies with the desired expertise to develop the Learning Management System, e-Learning content, based on the Standard Operating Procedures developed under the SCMS project for strengthening TB supply chain system. Soft Copy of the Standard Operating Procedures developed under the National AIDS Control Program is attached for reference. This should be only referred to as an illustrative example. The SOPS on Supply chain management for TB supply chain will be shared with the selected bidder. In case of a consortium, the accountability for completion of the deliverables will lie with the prime partner and JSI team would only interact with the prime partner. Details of the LMS objectives target audience (staff to be trained at different levels) and methodology is provided below: Objectives: To provide an opportunity to the key health functionaries (Pharmacist, Store keeper, MO, STS, STLS) to enhance their knowledge on core concepts of supply chain and upgrade core skills on SOPs through an accessible and easy to use comprehensive, customized and IT enabled Learning Management System (LMS) To ensure the supervisors in the TB Supply Chain Management ecosystem have real time information of the supply chain staff who have benefitted from the dif |
