Scope of Work – For hiring the Civil Engineer/agency/consultant for health in Emergency intervention in Himachal Pradesh 1. Background of the project The Himalayan state of Himachal Pradesh (HP) has witnessed a staggering 5000 landslides, 12 cloudbursts, and 29 flash flood incidents during this period, as reported by the Department of Revenue and DM Cell. A total of 1,70,000 People were impacted including 50,000 children, 109 people have lost their lives, 128 are injured and 2 people are currently reported as missing (Source, Dept. of Revenue, DM Cell). The torrential rainfall has wreaked havoc in Himachal Pradesh, leading to floods that have washed away roads and caused extensive damage to houses along the rivers. The State Emergency Operation Centre has identified 232 houses as fully damaged and 1127 houses as partially damaged. Overall, the loss due to heavy rains has been estimated at around INR 6,400 crore, by the government. Among the affected regions, Kullu, Mandi, and Solan districts have suffered the most severe consequences, followed by Sirmaur, Kinner, Shimla, and Unna. In response to the devastating floods and landslides in Himachal Pradesh, Bal Raksha Bharat initiated the Health in Emergency Project. Recognizing the urgent healthcare needs of the affected population and healthcare facilities in the Solan and Mandi Districts, the project focused on upgrading the infrastructure of the Primary Health facility and health Wellness Center damaged due to floods thus ensuring structural resilience of health facilities, enhancing the preparedness of Primary health centres in response to flood-like situations, Capacity Building & sensitization of the key stakeholders (MOs, CHOs & frontline workers) on the need for disaster management in health facilities & on various aspects of health and hygiene during emergencies. Also providing technology support in discussion with district administration for delivering essential medical supplies to remote cut-off areas due to floods. 2. Purpose of the assignment The objective of this assignment is to hire a Civil Engineer/agency/consultant for developing a DPR (Detailed Project Report)/BOQ (Bill of Quantity), which will include a detail estimated plan for User friendly WASH Facilities in 10 Primary Health Centres/Health Sub Centres under the project as follows: Waiting area for patient attendants at high footfall health facilities Availability of safe clean drinking water, toilet facilities for patients and staffs, their attendants The refurbishment of the Wash infrastructure, cleaning and painting work, and the repair of healthcare facilities. 3. The Civil Engineer/agency/consultant’s primary role will be to: Undertake rounds of discussion with the BRB team/Requester to understand the expectations and deliverables. Work closely with the ground team to visit the Facilities physically, prepare & share DPR/BOQ with BRB & ensure the quality work as per DPR/BOQ on the ground Total 10 of Primary health facilities will be assessed in discussion with district administration and BRB and basis assessment repair & and restoration of the facility will be done. Restoration and repair work around sanitation & and hygiene in 10 healthcare facilities of Solan District. 4. Expected Deliverables Physical visit to the sites/centers (PHC/HSC) identified at Baddi with the support of Health Department. Prepare the DPR/BOQ as per the need which includes Waiting area, Drinking water facility, Hand wash platform, Washroom/toilets, space for registration, patient counselling, breastfeeding room for lactating mothers etc. Share the DPR/BOQ with BRB with cost estimation & recommendations on execution of work Ensure quality through supervision at sites on the procurement of goods & services Final report on the completion of all the planned activities as per the DPR/BOQ. 5. Duration of Assignment: This would be any 30 working days (Approx.) beginning from the date on issued contract to 31st March 2024 6. Nature and Duration of Assignment No Specific Deliverables Number of Days The Civil Engineer/agency/consultant will conduct an in-depth assessment of the current healthcare infrastructure in the Solan district. This assessment will include measurement of work and estimate of tasks. 6 Days 2 The Civil Engineer/agency/consultant will develop DPR (Detailed Project Report)/BOQ (Bill of Quantity). This DPR/BOQ will be based on estimated work/construction. 4 days 3 The Civil Engineer/agency/consultant will brief and orient to hired Contractor regarding construction work and visit all the 10 sites during the construction. 6 days 4 The Civil Engineer/agency/consultant will provide continuous support and guidance to contractor during the construction to ensure quality of work. Civil Engineer/agency/consultant will visit all the 10 construction sites. 6 days 5 The Civil Engineer/agency/consultant will do follow up visits before completi |
