Scope of Work – For hiring the Consultant for health in Emergency intervention in Himachal Pradesh 1. Background of the project The Himalayan state of Himachal Pradesh (HP) has witnessed a staggering 5000 landslides, 12 cloudbursts, and 29 flash flood incidents during this period, as reported by the Department of Revenue and DM Cell. A total of 1,70,000 People were impacted including 50,000 children, 109 people have lost their lives, 128 are injured and 2 people are currently reported as missing (Source, Dept. of Revenue, DM Cell). The torrential rainfall has wreaked havoc in Himachal Pradesh, leading to floods that have washed away roads and caused extensive damage to houses along the rivers. The State Emergency Operation Centre has identified 232 houses as fully damaged and 1127 houses as partially damaged. Overall, the loss due to heavy rains has been estimated at around INR 6,400 crore, by the government. Among the affected regions, Kullu, Mandi, and Solan districts have suffered the most severe consequences, followed by Sirmaur, Kinner, Shimla, and Unna. In response to the devastating floods and landslides in Himachal Pradesh, Bal Raksha Bharat initiated the Health in Emergency Project. Recognizing the urgent healthcare needs of the affected population and healthcare facilities in the Solan and Mandi Districts, the project focused on upgrading the infrastructure of the Primary Health facility and health Wellness Center damaged due to floods thus ensuring structural resilience of health facilities, enhancing the preparedness of Primary health centres in response to flood-like situations, Capacity Building & sensitization of the key stakeholders (MOs, CHOs & frontline workers) on the need for disaster management in health facilities & on various aspects of health and hygiene during emergencies. Also providing technology support in discussion with district administration for delivering essential medical supplies to remote cut-off areas due to floods. 2. Purpose Bal Raksha Bharat is implementing this project in 15 Health Care Facilities (10 in Solan and 05 in Mandi district) The purpose of the intervention is to demonstrate healthcare in an emergency and use this as evidence to influence the healthcare policy of the state health department. This will be done through promoting regular access to knowledge, strengthening institutional capacity on disaster preparedness knowledge practices, and advocating with the concerned departments for changes in the statutory guidelines and policies. Capacity Building & sensitization workshops will be conducted to enhance their knowledge, skills and behaviour with MOs, CHOs & frontline workers on the need for disaster management in health facilities & on various aspects of health and hygiene during emergencies. As a part of the project activities, Bal Raksha Bharat is hiring a consultant for Health care disaster management planning and implementation of the proposed activities on behalf of BRB. 3. Support Provided by Bal Raksha Bharat Facilitate communication with the district administration. Module framework and available resources to be provided by Bal Raksha Bharat 4. Deliverables (required Set-up) This would be 60 working days (Approx.) engagement contract beginning from the date of issuing contract letter to 31st March 2024 including field visits and desk work.It is expected to develop healthcare disaster management planning at the district level. 5. Nature and Duration of Assignment No Specific Deliverables Number of Assessment/Plan/Profile/Training/Session The consultant/agency will conduct a customized and in-depth assessment of the current healthcare infrastructure and emergency preparedness measures in the Mandi and Solan districts. This assessment will include risk vulnerability and capacity profiling, culminating in a key outline of recommendations tailored to the specific needs of these districts. 10 in Solan 5 in Mandi 2 The consultant/agency will develop a Safe Health facility and Safe Community Plan, Healthcare Emergency Preparedness Plan for 15 healthcare facilities. This plan will be based on risk vulnerability and capacity profiling and will address various types of emergencies. It will outline protocols, guidelines, and strategies to effectively manage emergencies within these facilities. 15 Healthcare Emergency Preparedness Plans including 15 Safe Health Facility and 15 Safe Community Plans. 3 The consultant will design a ToT training module and tool kit for Bal Raksha Bharat. And, the consultant/agency will conduct ToT program based on developed training module to Bal Raksha Bharat Staffs. These sessions will cover Health care in emergency, crisis management, and coordination strategies, ensuring that all the staffs are well-equipped to handle emergency situations effectively. Five-days Capacity building training for Bal Raksha Bharat on various aspects of health in emergency 4 The consultant/agency will deliver training sessions for healthcare staff. These sessions will cover emergency protocols, crisis management, and coordination strategies, |
