Scope of Work – For hiring the techno- Humanitarian Consultant for Drone and UAV technology 1. Background of the project The Himalayan state of Himachal Pradesh (HP) has witnessed a staggering 5000 landslides, 12 cloudbursts, and 29 flash flood incidents during this period, as reported by the Department of Revenue and DM Cell. A total of 1,70,000 People were impacted including 50,000 children, 109 people have lost their lives, 128 are injured and 2 people are currently reported as missing (Source, Dept. of Revenue, DM Cell). The torrential rainfall has wreaked havoc in Himachal Pradesh, leading to floods that have washed away roads and caused extensive damage to houses along the rivers. The State Emergency Operation Centre has identified 232 houses as fully damaged and 1127 houses as partially damaged. Overall, the loss due to heavy rains has been estimated at around INR 6,400 crore, by the government. Among the affected regions, Kullu, Mandi, and Solan districts have suffered the most severe consequences, followed by Sirmaur, Kinner, Shimla, and Unna. In response to the devastating floods and landslides in Himachal Pradesh, Bal Raksha Bharat initiated the Health in Emergency Project. Recognizing the urgent healthcare needs of the affected population and healthcare facilities in the Solan and Mandi Districts, the project focused on upgrading the infrastructure of the Primary Health facility and health Wellness Center damaged due to floods thus ensuring structural resilience of health facilities, enhancing the preparedness of Primary health centres in response to flood-like situations, Capacity Building & sensitization of the key stakeholders (MOs, CHOs & frontline workers) on the need for disaster management in health facilities & on various aspects of health and hygiene during emergencies. Also providing technology support in discussion with district administration for delivering essential medical supplies to remote cut-off areas due to floods. 2. Purpose Bal Raksha Bharat is implementing this project in 15 Health Care Facilities (10 in Solan and 05 in Mandi district) The purpose of the intervention is to demonstrate healthcare in an emergency and use this as evidence to influence the healthcare policy of the state health department. This will be done through promoting regular access to knowledge, strengthening institutional capacity on disaster preparedness knowledge practices, and advocating with the concerned departments for changes in the statutory guidelines and policies. Capacity Building & sensitization workshops will be conducted to enhance their knowledge, skills and behaviour with MOs, CHOs & frontline workers on the need for disaster management in health facilities & on various aspects of health and hygiene during emergencies. As a part of the project activities, Bal Raksha Bharat is providing technology support to the district administration for delivering essential medical supplies to remote cut-off areas due to floods. Nature and Duration of Assignment This would be a 30-day (Approx.) engagement contract beginning from issued contract letter 31st March 2024. It is expected to develop the technical specifications of the drone, identify the agencies for procurement of the drone, develop the user manual and SOP for the district administration to use the drone and the capacity building of the relevant officer. 4. Support Provided by Save the Children Facilitate communication with the district administration. 5. Key Deliverables - The key deliverables would include the following: The consultant/ Agency will conduct a detailed needs assessment and then develop preferably a customized UAV/Drone technological solution to implement a techno-humanitarian plan to assist the local administration of the Mandi district of Himachal Pradesh. This techno-humanitarian plan should include the following UAV/Drone applications to support, reduce, and eliminate possible risks that arise out of any natural or human-induced catastrophic events; Assist the local authorities and line departments with the help of a trained UAV/Drone Pilot to carry out surveillance of the disaster-affected terrain. Delivery of life-saving essentials in an inaccessible and difficult terrain. Live streaming of disastrous situations through social media platforms for better coordination and response. The Consultant/agency will time to time participate in the relevant meetings at the BRB office to update the concerned Project Team Leader and other internal stakeholders. The Consultant is required to travel to the project sites to support the local administration during the pilot phase and mandatorily attend all the meetings to ensure a smooth knowledge sharing about the applications of UAV/ Drone technology during the different phases of the Disaster Management with a major focus on how to address health-related disasters. Consultant/Agency is responsible for finalising the technical specification of the UAV/drone technology ensuring alignment with the specific needs of the district administration of Mandi. The Consultant/Agency will assist Bal Raksha Bharat (BRB) in the selection process of a suitable service provider agency for the procurement of the drone technology, considering efficiency, reliability and in accordance with the project requirements and budget constraints. Consultant/Agency will be responsible for developing the user and guiding manual in bilingual, along with the detailed SoP and comprehensive framework for the government outlining the drone technology in disaster management and healthcare services.
