Jal Seva Charitable Foundation (WaterAid India) FY- 2023-24
Background:
Established in 1981, WaterAid has its operations in 38 countries worldwide, transforming millions of lives every year with safe water, sanitation and hygiene, and working in India since 1986. From 2010, WaterAid India (WAI) is registered as Jal Seva Charitable Foundation (JSCF), a not-for-profit company under section 25 of the Companies Act, 1956, and is an associate member of WaterAid International. Across India, WAI’s presence is in 13 states, covering 39 districts. While JSCF’s goal is universal access to WASH, its work is prioritised from the locations of the excluded and most marginalized communities. JSCF works on themes such as drinking water security, sanitation, WASH in health and nutrition, WASH in schools and Menstrual Hygiene Management, in rural areas and in urban locations including census, small and medium towns. JSCF’s head office is located in New Delhi. Each state is managed through state offices. State offices are located in Lucknow, Patna, Raipur, Bhopal, Bhubaneshwar, Hyderabad and Bengaluru. Apart from its own programs, JSCF’s work also focuses on WASH policy and advocacy, both at national and state levels.
The selected agency will be responsible for providing and implementing an ERP system tailored to meet the specific financial requirements and legal compliance of JSCF.
Scope of Work:
The selected vendor will be responsible for delivering Finance Software Solution Tally Prime 4.0 with Edit Log that includes, but is not limited to, the following functionalities:
1. Accounting Reports:
General Ledger, Accounts Payable, and Receivable.
Income & Expenditure Account & Balance Sheet.
Receipt & Payment Report.
Vendor Ageing Report (Quarterly/Yearly).
Project-wise/Cost Centre-wise accounting Report.
Bank Reconciliation, Trail Balance.
Multi-user printing option & voucher upload option.
Multi-level access controls
Import & Export option for bulk entries.
Cash Management, banking, and Payments.
2. Grant Management & MIS:
Annual Budget Upload in a bulk file.
Monthly MIS, Quarterly MIS, Annual MIS Report.
Donor reports – budgets vs actuals.
Senior Management Reporting / Dashboards with real-time data and graphics.
Deployment Plans Report.
Financial Reporting and Analytics.
Project-wise data on utilization and budgets.
Restricted Fund & Unrestricted fund Tracking.
District/unit-wise level budgets and expenditure.
3. Statutory Compliance:
Payroll Accounting, Location-wise, Cost Centre-wise & Bulk Data entry upload option.
TDS Return, Monthly TDS Calculation (Region-wise & Income Tax Section-wise).
FCRA Audit (Balance Sheet, Income & Expenditure, and Receipts & Payments).
PF & ESIC Challan Uploading option with the PF ESIC Entry.
4. Fixed Assets Register.
5. Access on Mobile, Security Controlling, Audit Trail:
HO & Region Level Security in Masters.
Administrative level in finance & accounting.
Audit Trail (Edit Log Option).
Daily Data Backup Option & Backup should be in India.
GL Dump in excel format under the Accounting Reports.
6. Integration with Other Systems
Seamless integration with other systems such as HRMIS and other Program Monitoring Software.
Experience: We are looking for agencies with the following qualifications:
Proven expertise in ERP- Tally Software implementation & Integration.
Experience in working with Development Sector (NGO).
A track record of successful projects and satisfied clients. (NGOs)
Ability to understand and address unique organizational requirements.
Vendor Should be Delhi/NCR Based.
Vendor should be an authorised partner of Tally Solutions Private Limited
Proposal Submission: Interested agencies are invited to submit detailed proposals by 12.01.2024. Proposals should include the following:
A brief overview of your agency, including relevant experience and copy of partner registration certificate with Tally Solutions Private Limited.
Details of the proposed Tally ERP Software solution.
Implementation plan, timeline, and associated costs. (Licenses, Own Server/Cloud Server, Implantation cost, Integration)
References from clients with similar requirements.
