Scope of Work for Urban Studies Expert Urban Women Workers in Outdoor Work Proposed Study: Women Outdoor Workers in Urban Bihar The Sakshamaa Initiative of Centre for Catalyzing Change (C3) that focuses on women’s economic empowerment in Bihar is conducting a study to understanding the challenges of living and working for women workers engaged in outdoor occupations such as construction and vending in urban Bihar. The study will be conducted with women vendors and construction workers living in low income settings of four major urban locations of Bihar. Purpose of the Study To generate evidence on association between urbanization processes, changing seasonal conditions and economic prospects for women vendors and construction workers. Main objectives of the study include: Mapping vulnerabilities of women living in low income settings Mapping work-related vulnerabilities and work conditions for women vendors and construction workers Understanding association between urbanization, changing seasonal conditions and time-poverty for women Understanding women vendors’ and construction workers’: perceptions about impact of urbanization and season specific challenges on their access to economic opportunities and time-use knowledge and awareness about relevant policies, entitlements and benefits for urban women workers Sample and Methodology The study would be conducted in all of the four smart cities of the state. Mixed method approach, comprising of survey, PRA, FGD and community mapping would be opted for the study. Survey: Survey would be conducted with 480 women and 80 men vendors and construction workers from four smart cities of Bihar. PRA: About 8 to 10 survey participants of each city would also participate in PRA exercises conducted for the study. Two PRA exercises would be conducted in each study districts: Seasonal map of work and health related hazards Historical transect map of 4 to 6 most common work and health elated challenges faced by participants in last 10 years FGD: About 8 to 10 survey participants of each city would also participate in FGD conducted for the study. One FGD would be conducted in each study districts and the key topics of discussion in the FGDs would be: Most compelling challenges faced specifically by women vendors and construction workers because of the outdoor nature of their work Their recommendations to improve their working and living conditions Community Mapping: Apart from PRA and FGD, community mapping would also be integral part of the qualitative arm of the study. Community mapping would help us identify the lived condition and spatial impediments which aggravates the everyday operating for hawkers and construction workers. Main objective of Community Mapping exercise would be to map- Existing Design of Worksite (shaded or open, temporary/mobile or permanent, natural or constructed, etc.) Spatial Mapping (low lying, on the footpath, near the road, drainage) Source of Water (distance and mode, paid or unpaid, portable or not etc.) Waste Management (mechanism, mode and frequency of waste collection and management) Health Related Issues in last one decade Coping Strategies and community support Location of Worksite (benefits and challenges of working in that specific space or of working in a mobile site, nature of association with adjacent community/fellow workers/vendors, mechanisms for grievance redressal or conflict management with adjacent community/fellow workers/vendors etc.) Working Hours (approx. total hours; timing such as early morning, late evening, morning till noon) Adaptation Techniques (at individual level, household level, community driven, local municipality) Secondary Data Review: Secondary data analysis component of the study would primarily include review of state and national heat action plans. Expected Outcomes The key outcomes of this study would be: Map of living and working condition related vulnerabilities for outdoor urban women workers Weather and season induced vulnerabilities map for outdoor urban women workers Evidence on prevalent forms of violence and oppression women vendors and construction workers are subjected to at workplace (and also in domestic sphere) Knowledge, awareness and access to existing support mechanism/ institutions/policies/laws for informal sector women workers in general, and women vendors and construction workers in particular Policy brief based on study findings, especially participants’ recommendations, to enable safe and healthy living and working conditions for outdoor urban women workers Scope of Work for Urban Studies Expert as an Independent Consultant C3 is seeking an Urban Studies Expert (USE) who could work as an independent consultant to conduct this study. The USE should have a Doctoral or Masters degree on subject related to urban issues, development studies, gender studies, geography, sociology, economics etc. The USE should also have at least five years’ experience of conducting, leading and managing research projects, especially on urban issues. Experience of working on women’s, especially women workers’ issues, and/or urban issues in Bihar would be considered as added advantages. The USE would be expected to develop study tools and guides; gather primary data for the study; analyse primary and secondary data; write report based on the study findings and analysis of available secondary data; and facilitate in disseminating and promoting study findings.
