Since 1978, it has operated in India, implementing programmes both directly and supporting work by other AKDN agencies and partners in rural and urban areas. Active in seven states, its multi-sector programmes include the creation of robust and vibrant community institutions, early childhood development, education, community health, livelihood improvement and agriculture development, skill development, and water and sanitation. ABOUT THE PROJECT As a Key Sector Partner to the Ministry of Jal Shakti, and most recently with the formation of the Rural WASH Partners’ Forum (RWFP) - a platform through whichUttar Pradesh,partners and CSOs lend their technical expertise to the Ministry to accomplish WASH objectives of clean drinking water, sanitation and hygiene, AKF has been requested to contribute as a Lead Partner for accomplishing clean drinking water objectives in the three states of Bihar, Uttar Pradesh and Telangana. In the above role and in the case of Bihar, AKF is extending technical support in the form by strengthened knowledge on O&M, water quality and conservation, with a particular focus on source sustainability measures, to the Government of Bihar under its state scheme of ‘Har Ghar Nal Ka Jal’ that is working towards the goal of providing 1.66 crore households in 1.13 lakh wards of the state with access to safe water. The State has achieved its 99% of target and is implementing the long-term maintenance priorities of piped water supply schemes. PURPOSE OF THE ASSIGNMENT AKF (India) is planning to engage a communication agency to provide strategic communication support to develop a strategy for ‘Har Ghar Nal Ka Jal’ Nishchay of Government of Bihar. With the overarching aim of ‘instilling faith in the safety of tap water (Nal Ka Jal)’ amongst consumers, the purpose of this assignment is to evaluate ground experiences and hold dialogues with varied relevant stakeholders with consumers, school, anganwadi centres, health centres. local institutions, officials from PHE and other Government Departments such as Health, Education, Health, Social Welfare (ICDS), Rural Development, Panchayati Raj and help to design a State Communications Strategy of Har Ghar Nal Ka Jal that identifies and addresses key bottlenecks in shifting people’s behaviours towards judicious use of drinking water and ensuring safety of drinking water that is currently being provided to them by the Government of Bihar under the ‘Har Ghar Nal Jal’ resolve. At the same time, the strategy should also integrate the importance of source sustainability measures in ensuring access to safe water and accordingly, make recommendations. The above goals should be achieved by using the lens of culture that so uniquely defines the state of Bihar and for this reason, the strategy should be developed in a manner that captures the ethos of the vibrant spirit of the state.
