Program Model Evaluation Terms of Reference About the Organization ChildFund India is a child development organization representing the voice of deprived, excluded, and vulnerable children in India, annually reaching to nearly 4.7 million children, youth, and their families, from 3200 communities in 65 districts across 14 states in India, with a vision for children to lead a dignified life and achieve their full potential. Taking a Life Stage approach to its work, ChildFund India provides comprehensive support to children from birth till 24 years of age integrating health, nutrition, gender, education, livelihoods, and child protection. The mission is to help deprived, excluded and vulnerable children living in poverty, have the capacity to become young adults, parents and leaders who bring lasting and positive change to their communities. Background and Context ChildFund India has developed its new Country Strategic Plan (CSP) for the period of 2002-2026. Looking ahead, ChildFund India aspires for a reach of 10 million children in the next 5 years, wishes to raise at least 100 crores of in-country resources to support its programming, would like to consolidate its current portfolio and deepen its impact on the ground, is wishing for innovation in its programming and financing approaches and is looking to scale its work significantly. At the organizational level, the new strategy proposes that ChildFund India will continue to develop and implement models of child development work on a minimum viable scale in strategically chosen contexts, using systems approach across the life-cycle stages of a child. This will demonstrate impact and build credibility in the sector. One or two core initiatives will be scaled up nationally, where partners and collaborators, after having seen the demonstrative impact of ChildFund’s models, will implement select models amongst their constituencies, which will ensure scaling of the model/ models. ChildFund India will partner and engage with ecosystem level players to facilitate and accelerate impact on children through programming, public investment or favorable policies. It will influence the work among implementers, investors, policy-makers through platforms, events and sector reports for sustaining the scale and impact. Based on our aspirations and current capacities, the proposed strategy will create a few shifts, for which we will gear up to. These are elaborated below: Mind-set Shift and strategies required to be met to achieve our goals: Implementation to demonstration for adoption at scale. Collaborative approach to implementation (to ensure fidelity and intensity of what we believe as program models) as against implementation by self (and limiting to what we have as capacities and resources – what does it take vs what we have/can). Choosing locations and communities strategically; and ensuring adequate time and allocation of resources. Evidence for reporting to the sector (not limited to the donor), for triggering investments and decisions. Leveraging technology for program delivery and information to accelerate impact. Communication being strategic, leading to a leadership position in the sector, rather than an implementer positioning. Networks and alliances that we will leverage to contribute to larger scale and impact. Purpose of the evaluation The proposed strategy will create a few shifts, which the organization will need to gear up to. These include: Identify gaps in current program model of PACT EEE addressing key priorities which are identified in the new country strategic plan (2022-26) as mindset shit to achieve outcomes and objectives of program model. Mind-set Shift and strategies required to be met to achieve our goals is described above in detail. Identifying areas where it is working and not working and potential scope of work in integrating missing linkages in alignment with country strategic direction. Finalize research design for creating evidence-based program model and tracking progress of outputs and outcomes. Although scope of work is related to our program model PACT – EEE on livelihood and civic engagement, ChildFund India is also implementing other certified models- MACHAN, GARIMA and PENCIL. A brief description of all four program models are given below for understanding of ChildFund India programs: MACHAN- Mother and Child Health and Nutrition (MACHAN) program was initiated to address the multi-sectorial needs of children from birth up to the age of 5 years. It focuses on addressing and preventing malnutrition and child mortality. This holistic model works to ensure infants and young children are healthy, nourished, and nurtured through basic health care, nutrition, stimulation, and protection. GARIMA: The Dignity Model- ChildFund India's program 'GARIMA', meaning dignity, aims to improve adolescent reproductive and sexual health (ARSH) knowledge and health status of adolescents. GARIMA supports adolescents in practicing healthy behaviors, forming positive relationships, accessing essential services, and preventing sexual exploitation and abuse through various interventions. Pencil (Protective, Effective N Context-based Initiation of Learning)- ChildFund India's 'PENCIL (Protective, Effective N Context-based Initiation of Learning)' works to improve learning abilities of children through context-based learning. The program is a comprehensive education model targeting children and young people between the ages of 3 – 18 years. Through assessment tools and context-based, multilingual, scientific teaching-learning methods, the program gauges’ skills, creates appropriate learning plans to meet the needs and creates conducive learning environments.
