A. Background of the assignment: A recent Skill- gap report highlights India's emergence as a potential economic and social power that rests on the Indian youth. The government skills development initiative is designed to leverage the potential of the youth population (15-24 years of age) by developing their employability skills. However, the challenge remains in developing the right skill sets among these youth matching global standards with relevance to both local and global job markets. To address this situation of youth, particularly women and girls, and in the skill gap situation, the Government of India has launched various programs including Skill India Mission, which aims to provide market-relevant skills training to young people in the country and with various social and economic welfare and social protection schemes for youths. However, a lot of poor, deprived and marginalized youth are not able to access these facilities due to the academic eligibility criteria of these skill-building programs. B. Purpose of the Assessment/Objective: To understand the current state of the labor market in the study locations (Delhi, Himachal Pradesh, Uttarakhand, and Delhi NCR) focusing on factors such as employment levels, unemployment rates, job creation, and job destruction. To identify the existing and emerging skill gaps in the labor market by analyzing the demand for different types of skills and comparing it to the available supply of skilled workers, in order to align education and training programs to meet the job market needs. To identify the key industries and sectors driving employment growth, entrepreneurship development scope and decent economic development in study locations To evaluate the effectiveness of existing labor market policies and regulations in study locations by examining the aspects of minimum wage laws, employment protection legislation, social security provisions, and labor market flexibility To identify the barriers that hinder certain groups of individuals from accessing employment opportunities. C. Proposed Study Indicators, outcomes can be measured by the below parameters: Inception Report (Covering objectives of the study, detailed methodology, operational plan for primary data collection, type of survey instruments, plan for data analysis and outline of the final reports) Work plan/chronogram (a draft should be included in the proposal, but should be refined and finalized in collaboration with SC) Report on Pre-testing of tools, and final version of tools (English and Hindi) Final study tools (English and Hindi) Electronic script of survey tools (in case CAPI proposed) IRB Approval -please see if it is required or not Training manual and training agenda Audio recording of KIIs/IDIs with proper labeling & Transcripts of KIIs/IDIs with proper labeling and thematically analyzed Draft tabulation & data analysis plan and outline of a report for BRB’s feedback for finalization Submission of draft report for SC’s feedback with following tentative chaptalization plan- Executive Summary (not more than 6 pages); Introduction; Data & Method; Findings/Results; Conclusion; Recommendations Raw data and processed data in excel and SPSS with proper labeling and coding of variables Final report & slide deck incorporating suggestions from SC Dissemination of Findings: agency will present learning and findings of the study in the dissemination event.
