Background information on the assignment To provide safe and secure drinking water supply in the villages, the Ministry of Jal Shakti, Government of India has launched the ambitious programme “Jal Jeevan Mission (JJM)” in September 2019, across the country. With an aim to provide functional household tap connection to every rural household by 2024 with community partnership. This coincides with the United Nations Sustainable Development Goal-6.On World Water Day 2021, UNOPS entered into a partnership with the Government of Denmark to support the Prime Minister of India’s flagship community-managed programme - Jal Jeevan Mission (Water program). UNOPS shall be focusing on instituting scalable delivery models in focused 4 water scarce districts across Rajasthan (Ajmer, Jaipur, Udaipur, and Alwar), as per the priorities laid down by the Government of India’s operational guidelines of Jal Jeevan Mission. These districts are prioritized because they are not just water scarce but also have water quality issues. Moreover, the regions are underdeveloped and the population here is poverty stricken, and/or tribal. 2. Objective: The objective of the assignment is to produce one project documentary to introduce the project, document project activities including workshops and services, as well as capture changes and the impact of the project on the life of local communities.In line with this, the project is seeking a production studio or a documentary film producer (agency) to direct and produce one project documentary (5 min) in creativity and resolution that may require approximately 30 days of shoot including all travel. Drone shoot may be required in some locations. Edited best visuals of each phaseshall be provided with Graphics, Voice Over and Music. Form and mode of sharing final output shall be high resolution for telecast. 3.Scope of Services/Work:Before the start of production, the contractor will undertake a desk review of the literature and prepare an action plan for the field work.In consultation with the project team, develop the documentary concept, work plan and detailed themed narrative, subjected to prior approval.Develop the documentary script and storyboard for the video, under the guidance of the project team.Review existing photo and video footage and integrate them into the documentary production concept.Record high-quality video footage (broadcast quality) using own camera equipment in raw/editable formats, aligned to pre-planned storyboards, identified narratives and themes.Interview selected persons, including project participants, local and national government officials and project personnel.Visit the project sites, to shoot relevant b-roll footage;Produce at least 1 project documentary (5 minute) as per requirement.Adhere to branding guidelines and ensure correct fonts, colors, logos etc. are used.Guidelines will be provided by the project team.Use motion graphics where appropriate to showcase information in a concise, clear and compelling manner.All activities in the documentary should have clear transitional elements. 4. Service deliverables include the following and are subject to the approval of the project teamConcept note, production schedule and story outline for the video;Storyboards and scripts for the video;Drafts of the video to be reviewed by the project team;Finalized copies of the video (including amendments) with voiceover in Hindi and English subtitles;Clean copies of the finalized videos (no text, graphics, logos subtitles or music soundtrack);Version containing all main videos compiled using transitions;Selection of the best raw footage recorded during the project. 5. Time Line:These products need to be delivered within 16 months from the signing of the contract. 6. Methodology and Specification to Service:The contractor is expected to travel to various project locations to film stories and do interviews with relevant individuals, including local and national government officials and project personnel, and most importantly project beneficiaries. UNOPS will help facilitate access to some of the right individuals, but the contractor is expected to be organizing and conducting interviews themselves. 7. Specific requirements:Priority to be given to stories with a clear difference between the before and after of the beneficiary’s conditions, depicting substantive change.Stories should consider the geographic representativeness of the results (i.e. diversity of result). Any other form of representativeness e.g. gender, age etc. should be considered.Films should pres |
