Ph.: 011 – 42030459, 404, 400 Introduction This document outlines the terms of Reference (ToR) for conducting a baseline survey for a livelihoods Project based at Uttarakhand. The project aims to improve income and livelihoods of the vulnerable households by providing them with set of services in the form of input/asset transfer to start a productive self-employment option, organize them into groups and collectively link the group and the produce to the market. The project also works to develop cluster based option around the produce promoted within the project. The idea is to provide a big push through an integrated model of vegetables, horticulture and livestock support over a short period of time, with the hope of unlocking a poverty trap. The project further invest on improving capacity of the village by building knowledge kiosk across all 60 villages with a focus to improve knowledge and supporting HHs in linkage with government social security schemes Project Outreach State- Uttarakhand Villages-60 Block- 3 Districts- 3 (Dehradun, Pauri and Chamoli) Targeted HHs- 1200 HHs ( 400 HHs/ block) Objectives Identification of 1200 HHs to be targeted under the project. Each block should identify 400 HHs Collect data on the socio economic characteristics and vulnerabilities of target HHs Collect data and report on current situation of the target population in terms of income, food security, current livelihoods base, linkage with government schemes, asset base, skills, savings, health etc. The agency should adopt a rigorous targeting approach involving multiple steps and verification and engage local stakeholders and community in the process Scope of Work Reviewing Project documents- The consultant will review the project documents, including the project proposal, log frame, Theory of change etc. Developing Survey instruments- The consultant will develop a survey instruments, including questionnaire and interview guide, tailored to the specific need of the project Undertake PRAs at identified villages- The consultant will undertake PRAs including social mapping, wellbeing analysis and vulnerabilities analysis at each village to identify the vulnerable/poor community which should be targeted to meet the project objectives Data Collection- The consultant will conduct field surveys to collect data from the target HHs Data Entry and Cleaning- The consultant will clean and enter the collected data Data Analysis- The consultant will analyse the data and present the finding in a comprehensive report SECC Data- validation with SECC data, List of vulnerable excluded from SECC (if any) Reporting- The consultant will prepare a report that presents the finding of the baseline survey, including key statistics and analysis Deliverables Comprehensive report outlining the detailed methodology, sampling strategy, timelines and budget Survey Instruments (Questionnaires, interview etc) Data collections tools and protocols Comprehensive report presenting the list of targeted HHs, socio economic characteristics and vulnerabilities of target HHs, Reports in terms of income, food security, current livelihoods base, linkage with government schemes, asset base, skills, savings, health etc, statistics, analysis etc. Timeline Within 75 days of signing a MoU Qualification of the agency Experience in conducting baseline, end term assessment, social science research for a minimum 5+ years Academic institutions of higher learning imparting social science education preferred
